1. You must be a U.S. citizen.
2. The incumbent must be able to obtain and retain a Top-Secret security clearance and obtain and retain eligibility for Department of Energy's "Q" clearance or access to Sensitive Compartmented Information (SCI).

Qualifications

Applicants may qualify on the basis of education and/or experience if they have one of the following:

(1) a Bachelor's degree with Superior Academic Achievement;
(2) at least one year (18 semester hours) of graduate education;
(3) a combination of education and work experience; or
(4) at least one year of specialized experience at the GS-5 level or equivalent. See below for more information

BACHELOR'S LEVEL EDUCATION with SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Applicant has completed a full 4-year course of study from an accredited college or university with a Bachelor's degree and education meets requirements for SAA: Superior academic achievement (SAA) recognizes individuals who have achieved superior academic standing. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" average or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. NOTE: Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  • Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed www.achsnatl.org/quick_link.asp.
OR

GRADUATE LEVEL EDUCATION: Applicant has completed at least 1 year of full-time graduate education which will lead to a master's or graduate degree. One full year of graduate education is generally considered 18 semester hours or the number of hours determined by the school attended to represent 1 year of full-time study.

OR

Combination of successfully completed education and experience may be used to meet total qualification requirement for the position. The total qualification is determined by adding the percentage of the qualifying education (less than 18 graduate semester hours) and the percentage of the creditable specialized experience (detailed below). The total percentage must equal 100 percent to qualify for the position.

OR

Applicants must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-5 in the federal service, or comparable private/public sector experience that has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as
  • assisting with analyzing and evaluating quantitative and qualitative data collected from various sources to make logical inferences and/or draw accurate conclusions;
  • preparing written documents that effectively communicate iericjschwab@gmail.comnformation, in a complete, organized, and grammatically correct manner;
  • researching information to obtain and/or extract relevant and sufficient data;
  • setting priorities on multiple tasks in order to meet deadlines; and
  • collaborating effectively in a team setting to achieve timely completion of a project.

Additional information

The Professional Development Program (PDP) is a 2-year development program for entry level employees. The primary purpose of the position in the Professional Development Program (PDP)-National Security is to provide the incumbent with the necessary knowledge, skills and ability to perform audit work in support of GAO engagements requiring access to classified information.

The incumbent is assigned on-the-job and classroom training designed to develop and enhance the competencies and knowledge of GAO policies, procedures and programs. All members of the PDP meet regularly with advisors to identify professional goals, discuss developmental opportunities and reinforce performance feedback.

This position requires the employee to report to the GAO HQ office building located in Washington, D.C. to work with classified materials, as mission needs require. Work will be performed in a secure environment. The employee may be permitted to telework per agency's telework policy; however the ability to telework will be limited.

Team and engagement assignments are primarily based on agency need. The employee may be assigned on a team that is outside of their area of experience or interests.

You will be evaluated in accordance with the Category Rating procedure as defined in the GAO's Order for Competitive Examining. Applicants who meet the basic minimum qualification requirements established for the position will be referred to the Rating Panel. The panel will assign a score to your application based on the answers you provide to the essay questions contained in this announcement and your resume. Applicants will be further evaluated against criteria for placement placed into a Quality category. This evaluation is based on the level of your experience, education, and/or training as described by your responses to the Assessment Questionnaire. If your application receives a sufficient rating, you will be assigned to one of three categories: Best Qualified, Well Qualified, or Qualified.
