Summary

This position is the Clinic Profiler for the medical facility and satellite clinics/healthcare system. This position provides a high level of complex and highly skilled support related to provider profile management. Coordinates clinical provider profiles and scheduling grids, including but not limited to clinic set up and clinic maintenance. Clinic profiles provides the vehicles to capture outpatient and related workload for Veterans Equitable Resource Allocation.

Major Duties include but not limited to

  • This position reports to the Chief of Staff, Associate Director or designee. The Incumbent is responsible for overall program management for the clinic maintenance process for the Facility and leads the facility's efforts to integrate profile management among healthcare providers, other facility staff, and patients.
  • Coordinates quality assurance efforts through assessments of workflow and procedures to develop means of improving service delivery to customers. Evaluates data capture outputs that includes but not limited to clinic utilization, accurate clinic parameters, program clinic naming standards, etc. to ensure facility compliance with scheduling directives and other national guidance as it relates to Clinic Profile Management.
  • Identifies problems and applies analytical techniques, correcting negative trends and provides resolutions to system issues/malfunctions, to include encounter and transmission errors, clinic grids and other issues related to clinic profile management.
  • Coordinates with informatics for development and management of data systems, assisting and creating the basis for data driven decision-making of clinic profile operations management.
  • Incumbent assesses the best structure of clinics, based on national mandates and direction, facility needs, provider needs, patient needs, and data desired to be captured.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:

  • GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. The specialized experience is: compilation, research, analysis and tracking of data; experience with administrative office functions, responding to customer queries, maintaining budgets and/or preparing training materials.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have you must have a Master or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree, or LL.B or J.D., with courses related to the duties of this position and demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
  • OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond first year of graduate level education and specialized experience, as described above, to meet the total requirements. Education must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
  • GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. The specialized experience is: compilation, research, analysis and tracking of data; experience with administrative office functions, responding to customer queries, maintaining budgets and/or preparing training materials.
  • OR
  • Education: PhD. or 3 full years of progressively higher- level graduate education leading to such a degree or LL.M.,if related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education directly related to the work of the Program Analyst position, which may be substituted to meet the experience requirements for GS-11 position. You must have a combination of specialized experience and education beyond a Masters' degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work is primarily sedentary and involve some walking, standing, or carrying of light items.
