About the Position: This position is located at the Novo Selo Training Area (NSTA) in Bulgaria.. As a Customs Inspector, performs the full range of inspection, enforcement, and examination work relating to enforcement of Host Nation (HN)Customs and U.S. Department of Defense (DoD) laws and regulations.

This is 24 month accompanied tour. This overseas tour is accompanied, but lack standard US services and support. (See "Additional Information" below).

Duties

Help
  • Selectee will perform the full range of inspection, enforcement, and examination work relating to enforcement of Host Nation (HN) Customs and U.S. Department of Defense (DoD) laws and regulations.
  • Perform Inspection and Control duties of arriving aircraft into military bases.
  • Educate and advise senior level Commanders, leaders and Host Nation officials on rules and regulations applicable to the Host Nation Customs policies and other US Forces regulations.
  • Develop, implement, and manage policies and regulations regarding entry and clearance of all NATO/SOFA authorized passengers.
  • Visually and physically inspect cargo, baggage and other commodities.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
  • This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.
  • This is a Term position scheduled to last 30 September 2026.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position requires the incumbent to sign an overseas rotation agreement to return from the foreign area in 5 years upon appointment or placement, unless otherwise extended or exempt.
  • This position requires the incumbent to obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
  • This position requires initial training and certification by both the Customs Executive Agency, the U.S. Department of Agriculture.
  • Incumbent must be available for training with a firearms, agree to bear firearms, and maintain proficiency with firearms as necessary.
  • Incumbent is required to wear the approved uniform and maintain a clean, professional appearance during duties.
  • This is 24 month accompanied tour. This overseas tour is unaccompanied and lack standard US services and support.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) experience in performing inspection, and examination work relating to the enforcement of customs laws and regulations; 2) managing entry and clearance of authorized passengers and carriers received at the port of entry/international border; and 3) visually and physically inspect cargo, vehicles, baggage and other commodities.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

As a current Federal employee in the competitive service with career or career-conditional status, you may apply for this temporary/term position and will automatically be considered as a reinstatement eligible. You will be converted from your permanent appointment to the non-status, time-limited appointment without a break in service and will carry all of your current federal benefits with you (e.g. retirement, TSP, health and life).

Additional information

  • Direct deposit of pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • Locality pay does not apply in the overseas area.
  • Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.   • This is a Career Program (CP) 19 - Physical Security and Law Enforcement - position.
  • Government housing, medical, dining, AAFES, and Commissary facilities are not available.
  • Fuel substantial program for POV are not available in Sofia, Bulgaria. Employees will have to pay for gas on the local economy.
  • If employee intends to drive a Privately Owned Vehicle (POV) he/she must possess a valid U.S. stateside and a USAREUR Driver's License. Local auto insurance is also required.
  • No relief from Host Nation taxation i.e. no Value Added Tax (VAT) refund program.
  • Separate Maintenance Allowance (SMA) may be authorized.
