Duties

Help

The incumbent is responsible for designing, developing, revising, and conducting courses under the Emergency and Disaster Management School (TREDM), US Coast Guard Training Center Yorktown. This includes establishing training criteria to meet organizational requirements, formulating training plans, assessing program effectiveness and developing improved curricula as needed.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Develop total course content to meet objectives for courses under the Emergency and Disaster Management School.
  • Participate in planning and developing or evaluating and revising the curriculum for a training program in the areas of preparedness and emergency and disaster response.
  • Prepare, execute, and monitor programs for small and large-scale course trials/pilots.
  • Lead meetings with personnel from other organizations and programs on issues such as the grading system, admission policies, course prerequisites, objectives and contents, instructional methods, failure and attrition, and student counseling in order to develop solutions based on needs and available resources.
  • Negotiate and direct the preparation of cooperative agreements and Memorandum of Understanding (MOUs) between USCG and outside sources in the development of training programs and materials.
  • Review and modify course materials and plans as appropriate.
  • Deliver Emergency and Disaster Management school curriculum in accordance to applicable policy and procedures.
  • Provide expertise in the Coast Guard’s training system and curriculum delivery.
  • Complete and approve purchase requests related to office and course support and coordinate with the response training budget officer.
  • Maintain supervisor role in the Coast Guard Financial Management and Procurement Service application.
  • Domestic travel as required to support TREDM course delivery.

Qualifications

GS-12 grade level: Applicants must possess one year of specialized experience equivalent to at least the GS-11 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work and demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of  specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; and working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
