Duties

Help

The incumbent manages a program support team comprised of assistants, specialists, analysts for the Division of Graduate Education (DGE) within the Directorate of STEM Education (EDU), which supports on end-to-end merit review, and award management and oversight (AOAM) processes.

Key functions of this position involve managing the workload, resources, operational procedures, policies and functions of a Division. As a Program Support Manager, you will:

Supervises and manages a team of 5 to 15 program support staff. Serves as the first-level supervisor of the team members, overseeing individual performance, providing coaching, mentoring and training, determining staff development needs, handling employee and labor relations issues, and initiating recruitment and staffing actions. Approves leave, recommends awards, etc. Specific
 supervisory duties include:

1. Planning work to be accomplished by subordinates, setting and adjusting short-term priorities and preparing schedules for completion of work;

2. Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees;

3. Evaluating work performance of subordinates;

4. Giving advice, counsel, or instruction to employees on both work and administrative matters;

5. Interviewing candidates for Division positions in the science, technical and administrative fields;

6. Recommending appointment, promotion, or reassignment of assigned Division staff;

7. Hearing and resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager;

8. Creating a work environment that encourages creative thinking, collaboration, cooperation and transparency; and maintaining program focus, even under adversity.

9. Effecting minor disciplinary measures, such as warnings and reprimands and, recommending other action in more serious cases;

10. Identifying developmental and training needs of employees, providing or arranging for needed development and training;

11. Finding ways to improve production or increase the quality of the work directed; and/or

12. Developing performance standards.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in the Federal Service. Examples of specialized experience for this position include: planning work to be accomplished by team members, setting and adjusting short-term priorities and preparing schedules for completion of work; identifying developmental and training needs of employees; developing performance standards; working with managers to ensure that program and agency objectives are being met; projecting administrative support staff resource needs; providing input and insight into the development and implementation of new policies and procedures that affect an organization’s programs and processes.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
