This establishes an open continuous announcement which will be used to fill vacant positions throughout the open period of the announcement.

As a Human Resources Assistant, you will:

  • Provide personnel processing and technical assistance for all offices and all field personnel.
  • Check for necessary supporting documentation for actions and for procedural and legal compliance, enters personnel action data into the Federal Personnel and Payroll System, reconciles computer generated SF-52's and/or error messages, and ensures that payroll processing deadlines are met.
  • Provide advice and assistance in the resolution of personnel processing problems.
  • Use state of the art automation tools in support of human resources assignments.
  • Play a significant role in processing working groups, and meetings with various offices to coordinate processing matters.  Researches and resolves a variety of non-complex human resource problems relating to pay, performance, incorrect data on the Notification of Personnel Action, SF-52s, etc.

The ideal candidate for this position has experience supporting Human Resources Specialists in the areas of staffing, placement and records management. This experience includes general knowledge of staffing programs, procedures and regulatory requirements; knowledge of Federal pay regulations and conducting new employee orientation. The ideal candidate also has experience processing a variety of personnel actions, interpreting record keeping regulations and communicating effectively both orally and in writing.

CONDITIONS OF EMPLOYMENT:

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position, or approved as a remote work position.

Qualifications

To qualify, you must have at least one year of specialized experience equal or equivalent to the following:

To qualify for the GS-06, you must have at least one year of equal or equivalent experience equal to the GS-05, which includes one or more of the following:

  • Experience providing support in HR activities, including applying human resources administrative and clerical procedures; and/or
  • Experience operating a variety of types of office automation software, e.g., database, spreadsheet, etc.; and/or
  • Experience maintaining electronic personnel files and records.

To qualify for the GS-07, you must have at least one year of equal or equivalent experience equal to the GS-06, which includes one or more of the following:

  • Experience processing and coding the full range of personnel actions into an automated human resources information system (HRIS); and/or
  • Experience reviewing employment forms/documents for accuracy; and/or
  • Experience assisting with employee benefits.

  1.
