Duties

Help

The incumbent applies advanced analytical techniques and information management skills to capture, assemble and disseminate data for assigned projects that have a high degree of complexity and/or cross multiple Directorates or programs.

Financial Resources Management

  • Identifies and advises supervisor of resources required to provide administrative support, including funding, staff and equipment for assigned projects.

  • Administers assigned budget operations by performing continuous analysis of organizational use of allocated funds. Analyses and prepares reports of expenditures and projections.

  • Identifies and advises Division Management Official(s) on financial matters that have a high degree of complexity including: establishing new accounts; funding special projects; resolving discrepancies; and handling of accounts.

  • Ensures that regulations concerning financial management are adhered to in all areas of responsibility through analysis of spending patterns, trends and review of accounts.

Business Process Management

  • Works collaboratively with other team members or project specialists to restructure work processes, standardize procedures, and manage changes for organizations supported. In these cases, the incumbent is often considered the technical expert and is charged with leading the most complex aspects of the processes.

  • Evaluates the effectiveness of administrative procedures and the consistency of their contributions to the accomplishment of organizational/program goals and objectives. Recommends changes, as appropriate to meet short and long-term strategic plans and objectives of organizations.

Project Management

  • Serves as a technical expert and lead in planning, developing, coordinating, organizing, implementing, communicating, and tracking project plans, guidelines, budgets, procedures and timetables including recommending changes in policy and management activities for these projects. Examples of assignments include: the impact on internal resources of newly funded program initiatives; making recommendations on the redistribution of resources due to budget cuts; and identifying external resources that may be available to support organizational programs.

  • Performs the most complex aspects of management studies to evaluate and measure the progress and success of projects assigned to identify and recommend ways to improve the effectiveness and efficiency of cross directorate programs and activities.

  • Collects pertinent statistical data and narrative information from a variety of sources within and outside NSF. Applies various analytical techniques to data management systems in order to identify patterns and trends. Develops tracking and reporting systems to monitor activities to ensure that activities meet established guidelines and schedules.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at GS-11, you need to have one of the following: one year of specialized experience performing analytical functions equivalent to the GS-9 level in the Federal service. Examples of specialized experience may include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify patterns and trends; performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities; OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, may be substituted for the specialized experience. OR

Combining Education and Experience: Combinations of successfully completed graduate education in excess of one year and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

To qualify at GS-12, you need to have one of the following: one year of specialized experience equivalent to the GS-11 level in the Federal Service. Examples of this experience include: planning, scheduling, budgeting and conducting projects and studies to assess the effectiveness and efficiency of program operations; establishing criteria to measure and/or predict the attainment of program or organizational goals and objectives; making sound recommendations on financial and budget matters while also providing or obtaining a variety of budget or financial services.

Education

You must meet the minimum education requirements as described in “Qualifications" for the GS 11 level.
If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

There is no substitution for education experience at the GS 12 level.
