Clarification from the agency

The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. Duties

In consultation with the Principal Deputy Assistant Inspector General for Audit, the incumbent guides the functional development and implementation of the Agency's audit activities, the direction and coordination of operational work planning, the implementation of the work plan, quality control of operations, the review and appraisal of reports and the coordination and review of responses to GAO reports.

  • Direct performance audits and reviews of USAID, MCC, IAF and ADF.
  • Assist in the determination of audit goals, long- and short-range plans to attain these goals, and resources needed and allocations required to meet operational and emergency needs.
  • Participate in the development of policy for the audit organization, including determination of audit program emphasis and operating guidelines and directs the development of the proposed annual work plan; assures timely and technically sound audits.
  • Assist in the review of the quality and production of performance of regional and headquarters audit staff, consulting with managers on operating problems and arranging for special studies to identify causes and required corrective actions.
  • Review existing and proposed legislation and regulations of the Agency.
  • Recommend policies and operations that will promote economy and efficiency and the prevention and detection of fraud and abuse in the Agency's programs and operations.
  • Develop organizational changes to improve audit operations, including revisions of basic structure, allocation of resources, and key subordinate positions.
  • Assign responsibility and review proposed responses to GAO and other reports.
  • Analyze and combine results of audit follow-up tracking by regions and program audit managers and develop periodic status reports to top management for their attention and action.
  • Exercise supervisory responsibilities.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent or above. To meet the minimum qualifications of this position, you must possess and address each Executive Core Qualification (ECQ) and Mandatory Technical Qualifications (MTQ). We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification. Submit proof of your status to be considered eligible for the position (SF-50 showing career status in the SES or reinstatement eligibility, or documentation from the CDP showing OPM certification of your ECQs). Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.

EXECUTIVE CORE QUALIFICATIONS (ECQs): required applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as "ineligible". Additional information on ECQs is available at http://www.opm.gov/ses/recruitment/ecq.asp Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. ECQ write-up cannot exceed 10 pages.

A. MANDATORY TECHNICAL QUALIFICATIONS (TQs)

MTQ 1 - Expert knowledge and experience of performance auditing, attestation, and financial statement auditing principles, techniques, and practices needed to interpret and apply Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS) to ensure a scope and quality of work that is meaningful to a wide range of users.

MTQ 2 - Knowledge of the USAID organization (or similar organization), operating programs, activities and goals, and the functions of the operating elements to the extent required to assess the relationship of these programs to the financial resources of the entities being audited.

MTQ 3 - Knowledge of personnel management policies relative to the responsibilities of a supervisor in areas such as employee relations, recruitment, and performance management.

B. EXECUTIVE CORE QUALIFICATIONS (ECQs)

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Qualifications Approval and Probationary Period: Persons newly selected for a career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

This is a Tier II SES position as described per USAID OIG policy directive 4044. The Tier II maximum rate of basic pay is equivalent to the maximum rate of basic pay of EX-III as authorized under 5 U.S.C. § 5382 and 5 CFR Part 534 for a certified SES performance appraisal system.

Our Office of Audit conducts audits and other engagements of programs and operations across the agencies we oversee in accordance with various statutory standards and authorities.
