SCB has responsibility for providing recruitment, staffing, compensation, & classification services to the NSF, developing human resources policies, offering human resource and management analysis support for positions in the General Schedule and Administratively Determined pay plans, and for providing advisory services.
The employee reports to the Branch Chief and serves as a Senior HR Specialist, sharing in all aspects of the programmatic responsibilities of the branch, from policy to analysis to operations. The employee serves as the NSF Classification and Position Management Program Manager and fills a primary role on HRM’s Talent Team. The employee works closely with internal and external industrial operational psychologists (I/O psychologists), occupational subject matter experts, Human Resources Management (HRM) stakeholders, hiring managers, and government-wide stakeholders to support modernized recruitment strategies and agency mission critical operational needs. As a key HRM Talent Team member, the employee works with the Office of Personnel Management (OPM) Hiring Assessment Line of Business (LoB) to create a multi-level effort focused on improving hiring outcomes, both within the agency and across government.
Additional responsibilities include integrating Title 5 and applicable Title 42 provisions to plan, recommend, develop, coordinate, and administer programs for job classifications, position management, staffing, recruitment (including Delegated Examining Authority), and pay management; advise, develop and assist less experienced staff on all aspects of classification and talent acquisition operations; serve as the technical authority for classification and position management; and support Branch Leadership’s recruitment, staffing, compensation strategies and, participates on cross-Division, Directorate, and Foundation human resource initiatives.
Duties:
Provides expert level technical and advisory services and assistance to all levels of NSF management regarding the establishment of positions, organizational design, position management, and proposed organizational review/updates as an expert in the field. Develops, modifies, and collaborates with the Branch Chief on NSF Classification Program policy updates as needed.
Provides oversight of the classification request process and provides final review for all classification requests, as well as new and updated NSF position descriptions to ensure compliance with regulations and mitigates risks to the agency. Implements and maintains classification quality assurance processes; tracks requests to ensure timely completion; makes improvements, solves complex staffing and talent acquisition challenges, takes initiative to correct staffing and position management actions when problems arise; and presents or briefs management on all aspects of the program and talent team activities as needed.
Responsible for the review of draft OPM Position Classification Standards, guides, proposed position management policy updates; advises the Branch Chief and Human Resources Division Director and the Deputy Division Director on potential impacts to NSF’s classification and position management programs and prepares comments and recommendations for consideration.
Works closely with the Branch Human Capital Manager on emerging classification and government-wide talent acquisition trends, as well as reviewing trends identified across the Foundation through classification requests, staffing model pilots, and position management reviews.
Keeps abreast of current developments in the human resources field and provides input regarding new trends from a classification perspective.
Collaborates with the HRM Talent Team, Leadership, and stakeholders on complex occupational studies and position management reviews.
Performs independent classification reviews and provides guidance and oversight throughout the formal desk audit process.
May serve as an expert Human Resources Specialist for an organization having requirements of exceptional sensitivity and/or complexity. In this capacity, plans, develops, coordinates, and administers comprehensive, dynamic, progressive, and effective Human Resources programs.
Coordinates and consults with other branches within HRM to provide comprehensive Human Resources services and develop well rounded plans. Develops alternatives for solving significant organizational problems and shares best practices with management and other Human Resources Specialists.
Advises management regarding merit principles, application of merit promotion policies and guidelines, and the advantages and disadvantages of various staffing methods and hiring authorities for filling positions including the differences between hiring procedures under Title 5 and Title 42.
May advise supervisors and employees on career options, career paths/patterns, career ladders and developmental assignments to enhance employee progress toward identified career goals.

Specialized Experience:
To qualify at the GS-14 level for this position, you must possess at least one year of specialized experience equivalent to the GS-13 level in the Federal service characterized by a thorough knowledge of and demonstrated expertise in federal staffing and classification laws, regulations, and practices. Specialized Experience must include performing duties associated with reviewing and evaluating staffing and classification programs; translating legislation into staffing and classification policies; leading and directing management in broad change initiatives involving staffing policies and practices; and providing technical guidance and expertise to support federal human resources activities.
The experience will have provided you with the ability to plan, organize, coordinate the work for yourself and for others; to use creativity and ingenuity in developing, analyzing, and proposing solutions to management problems; and to demonstrate the capacity to communicate orally and in writing through complex reports, policy guidance, and presentations to diverse groups.
Selective Factor and Narrative Assessment:
Applicants must possess a mastery of, and skill in applying, advanced Federal Classification principles, concepts, and regulations.
