As Team Leader (Nuclear Reactor Safety/Security Audit), you will assist the Deputy Assistant Inspector General for Audits and the Assistant Inspector General for Audits in the planning, organizing, and managing of the audit function within the OIG. You will be responsible for the audits and evaluations of the NRC’s regulatory nuclear activities and will be held accountable for the evaluations conducted by the teams responsible for auditing the nuclear reactor safety and security areas. You will be responsible for supervising performance audits and attestations and ensuring the quality and integrity of all related products. Specifically, you will be responsible for managing all aspects of multiple engagements including the planning, internal control, testing, and reporting phases of federal performance audits, attestations, and audit follow-up. You will provide effective supervision of auditors who perform audits, attestations, and oversight of engagement teams of contracted independent public accounting firms.
Additionally, you will ensure that OIG standards and procedures are followed and that all audit work is performed in accordance with the OIG Audit Manual and the Government Accountability Office’s (GAO) Government Auditing Standards.
Background investigation leading to a "Q" clearance is required.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience managing and overseeing the execution of a wide variety of fiscal and administrative programs to enable the efficient and effective operation of a business or program office.
The ideal candidate will be able to demonstrate the following:
Establishes priorities for the assigned team. Allocates staff resources within budgetary limitations and recommends changes in program goals and policies. Meets with team staff to help guide decisions related to establishment and implementation of Individual Training Plans.
Ensures implementation of program evaluation and audit standards, procedures, and guidelines consistent with the standards established by the OIG Audit Manual and the Government Accountability Office (GAO’s) Government Auditing Manual on all activities conducted by the assigned team.
Reviews and edits written products of subordinates to ensure that findings are properly developed and documented, and that appropriate recommendations are made.
Skill in effectively overseeing the application of data analysis and the communication of analysis and solutions to problems. (Describe the kinds of oral presentations you have made and the type of original writing you have generated including the purpose and audience of your oral presentations and written communications.)
Develops an annual plan using risk management tools for the assigned team that consists of specific proposals that interface with the issues and sub-issues described in the AIGA annual plan and is consistent with the OIG’s strategic plan, annual assessment of Management Challenges, collective significance analysis, and measures of risk.
Ability to establish and maintain close effective working relationships with peers, supervisors, agency officials, and others. Specifically, work in close coordination with Team Leaders of other teams, the Quality Assurance Manager, the AIGA and the Deputy AIGA. (Provide examples of specific assignments that required you to use tact, diplomacy, and negotiation skills to achieve cooperation and develop consensus.)
