Duties

Help

The Inspector General (IG) of the U.S. Department of Education (Department) heads an independent and objective organization responsible for audit, investigation, and other inspection services related to programs and operations of the Department. The IG provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of programs and operations as well as to prevent and detect fraud and abuse in such programs and operations. The IG is the principal advisor to the Secretary of the Department on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department programs and operations and the necessity for and progress of corrective action.

The Office of Inspector General consists of the following six components:

  • Immediate Office

  • Audit Services
  • Management Services
  • Technology Services

This position is located in the Student Financial Assistance (SFA) Advisory and Assistance (A&A) Team of Audit Services. The primary functions of the team are to coordinate and provide guidance to audits and inspections and to review proposed regulations and guidance related to the SFA programs. Also, the team serves in an advisory role for investigations.

As an Auditor (Performance), you will perform the following duties:

·       Analyze and evaluate the effectiveness of program operations in meeting established goals and objectives; evaluate and advise on organization structures, methods, and procedures; and make recommendations for improving program operations.

·       Analyze and evaluate laws, regulations, program/management policies, goals, or objectives; and review and comment on legislative requests, regulatory notices, draft guidance, and other information.

·       Participate in and provide technical guidance on audits, inspections, investigations, and other improvement and integrity activities.

·       Review and comment on reports prepared by others to assure accuracy, clarity, and persuasiveness; establish and maintain effective working relationships with officials from inside and outside of the OIG and Department; and communicate both orally and in writing.

·       Develop, monitor, and evaluate audit work plans; and contribute to the development of OIG products, such as the Annual Work Plan, Semiannual Reports to Congress, and Management Challenges.

Conditions of Employment

  • TELEWORK ELIGIBILITY: If selected for a non-remote position, you may be eligible for occasional telework and you may be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and Participation must be requested and approved by the supervisor and there must be a signed telework agreement.

Qualifications

BASIC REQUIREMENT FOR AUDITOR (PERFORMANCE):

**YOU MUST PROVIDE SUPPORTING DOCUMENTATION FOR THE BELOW IN YOUR APPLICATION**

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to meeting the Basic Requirement above, the incumbent must also meet the minimum qualification requirement below: 

Specialized Experience for the GS-13:

One year of specialized experience in either federal or non-federal service that is equivalent to at least a GS-12 performing the three (3) following duties or work assignments:

1.    Experience in performing audits, inspections, or program reviews covering the the Title IV, Federal Student Aid programs.

2.    Experience in preparing audit, inspection, or program review reports covering the Title IV, Federal Student Aid programs that were accurate, clear, and persuasive.

3.    Experience in researching, interpreting, and applying laws, regulations, and guidance covering the Title IV, Federal Student Aid programs in the performance of audits, inspections, or program reviews.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.    Advanced knowledge on organizational performance analysis and advanced problem solving skills.

2.    Advanced knowledge of administrative law and advanced reading comprehension skills. 

3.    Expert knowledge of auditing, compliance, and internal controls. 

4.    Advanced knowledge of audit reporting and advanced interpersonal and communication skills.

5.    Advanced ability to plan and evaluate and advanced knowledge of organizational awareness (organization's missions, functions, systems) and external awareness (policies and trends that affect the organization).

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

  1. Eligibility and Minimum Qualifications

Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if you are outside of the area of consideration (i.e., who may apply) or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

  1. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. Your application may be referred to a subject matter expert or panel of subject matter experts for further evaluation. Based on the outcome of this evaluation, you will be placed into one of three categories: Best Qualified, Well Qualified, or Qualified. If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration. Veterans’ Preference: Qualified veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified. Qualified veterans’ preference eligibles with a compensable service-connected disability of 10 percent or more (CPS and CP) will be placed at the top of the Best Qualified category, except in the case of scientific or professional positions at the GS-9 grade level or higher.

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the knowledge, skills, and abilities which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.
