Duties

Help
  • Serves as an experience technical expert in the field office Lands and Realty Program including, statutes, regulations, judicial decisions, solicitor opinions, and Departmental and Bureau decisions, policies, and procedures.
  • Individually gathers, analyzes, and process information, and makes defensible recommendations on a wide variety of complex and controversial lands and realty actions.
  • Leads in the process of rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes (RPP) actions, exchanges, permits, leases, withdrawals, and trespass.
  • Determines land ownership and status, review applications and Plans of Development.
  • Conducts field examinations and establishes and maintains physical case files and automated systems.
  • Prepares reports and assessments, calculates, and determines cost recovery, rental and monitoring fees, and bond requirements.
  • Provides information and answers to complex realty program questions concerning the Lands Program, and provides expert advice to the public concerning application procedures.
  • Conducts pre-application meetings for lands and realty actions.
  • Participates as an interdisciplinary team member in the preparation of other resource program activity plans.
  • Assists in the development of environmental documents for proposed actions in the Lands and Realty Program.

Qualifications

To qualify for the GS-09: One (1) year of specialized experience described at the GS-07 level that was related to: land surveying, historical records interpretation, lands title searches/compilation (Title companies), County Recorder and/or Assessor's experience, easement acquisition (ie: for utility companies), Land Man experience (ie: Oil and Gas company experience, mining exploration company exp.), paralegal/legal clerk experience, land use or resource management (organic agriculture, reforestation, water resource management and eco-tourism projects, among others) and/or project management (planning and designation of project resources, preparation of budgets, progress monitoring, keeping stakeholders informed of status); building and reviewing environmental documents, accessing and applying legal and regulatory information from online or other resources, Geographic Information Systems (GIS) map reading ability, fiscal experience (bonding, budget, rental and cost recovery), for the above referenced positions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

To qualify for the GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level. Specialized experience which includes in wide variety of collecting, entering, manipulating, updating, maintaining data according to Bureau and program standards; ensure data quality and integrity adhering to quality control standards and procedures; reviewing applications and Plans of Development; conduct field examinations and maintain case files; monitoring budgetary needs of a realty program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent degree or 3 full years of progressively higher graduate level education leading to such a degree, or LL.M. if related.

A combination of education and experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
