Duties

Help
  • Serves as senior advisor on all administrative and management issues, providing technical expertise and recommendations for solutions to problems.
  • Supervises staff of subordinate administrative personnel, federal employees and contractors.
  • Manages Agency's facilities, space, security, and HR management programs, and is the POC with external organizations on all related matters.
  • Manages the Information Resource Center (IRC) operations and oversees the contractors responsible for the day-to-day activities of the Center.
  • Drafts and negotiates all interagency agreements for the Agency's facilities, travel provider, security, and administrative services.
  • Manages contracts and inter-agency agreements which support a wide range of administrative functional areas.
  • Serves as Agency's overall COOP Coordinator, planning and implementing policies and procedures related to a variety of emergency situations.
  • Prepares and issues reports on behalf of the Agency to OMB, OPM and EEOC, reflecting current workforce statistics and employment trends.
  • Represents the Agency in a variety of forums, including the Chief Human Capital Officers Council, the Small Agencies Council, OPM, and the Department of Labor.
  • Serves as the Agency's EEO Director.

Qualifications

To be eligible for this position at the GS-15 level, applicants must meet at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience for this position includes activities such as: 1) managing, developing and evaluating the administrative management functions of an organization; 2) managing and coordinating human resource management operations and human capital programs; 3) providing direct oversight, supervision, and management of administrative subordinates, ensuring that the level of support and services provided is appropriate; 4) serving as a primary advisor to senior managers on the full range of administrative matters; and 5) responding to technical inquiries related to security, real estate and leasing agreements, facilities management, procurement, and office procedures.

Delegated Examining (DE) Certification is highly desired.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

A written test is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.

Selection may require completion of a 1-year supervisory or managerial probationary period.
