Summary

The writer editor manages all aspects of the production and issuance reports produced by the Office of Inspector General (OIG), including those mandated by law. The writer editor works with the staff of the audit, evaluation, investigation units, as well as senior managers and legal counsel, to coordinate report writing, editing, and production. The position supports the development and presentation of reports, ensures that analytical and technical reports are readable and conform to standards.

Duties

Help

The Writer/Editor performs the following major duties:

  • Writing and/or Editing of Written Materials:
    • Researches, writes and edits materials that are complex or controversial, and read by a diverse audience. Develops and synthesizes final copy based on material submitted by others. Frequently, the submitted material is in outline form or written for publication and requires extensive rewriting, reorganizing, and editing.
    • Establishes policies for style, readability, and consistency for all scripts, signage, and publications produced. Evaluates preliminary drafts and offers suggestions to project directors, and/or designers on presentation of subject matter and visuals for a target audience. Recommends inclusion of additional visuals or information or condenses the material to suit the constraints of design. Ensures that the language level is appropriate for the stated audience and that the necessary background information is provided.
    • The incumbent will serve as writer and/or editor for digital platforms and print publications. Utilizes a high level of expertise to write and/or edit information on important policies, functions, and topics with a broad impact on the direction of agency programs, such as writing data and information on agency programs to be presented to Congress.
    • Researches, writes and edits materials on a variety of established subjects, such as topics concerning the established policies of an organization. Writes and edits OIG products (i.e. reports, speeches, testimonies, informational brochures). Corrects errors in grammar, spelling, and punctuation making changes as required to conform to official style guidelines, rewriting sentences or passages as necessary to improve literary quality.
  • Publications Management:
    • Plans, develops, and manages a publications program for major program area(s). The subject matter of the publications covers a broad spectrum, and publications are used at many audience levels, e.g. from the general public to the oversight community. Develops publication program policies and guidelines, such as policies on style, content, scheduling, permissions, review channels, routing procedures, etc. Arranges for publication and publicity.
    • Establishes schedules and estimates budgets for production processes. Provides editorial review, and design review with requesting department, and coordinates production of brochures and flyers with designers and printers. Serves as liaison with agency organizations, government agencies, educational institutions, and professional associations.
  • Preparation or Review of Written Materials Relevant to Congressional Relations Activities:
    • Reviews and approves correspondence and other written materials with potentially high impact on the congressional relations program, such as congressional inquiries and testimony.
    • Assists in drafting speeches, talking points, statements, and other related documents for the Inspector General and other OIG officials for use when addressing Members of Congress and congressional staff.
    • Monitors and communicates programs and activities of legislative, oversight and representational interest. Prepared correspondence for signature based on knowledge of PC programs, projects and policies.

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Time (ET) on 10/14/2022 (the closing date of the announcement). This vacancy is being announced at two grade levels:

FP-4

Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-5 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience researching, writing and editing materials that are complex or controversial, and read by a diverse audience; Experience utilizing a high level of expertise to write and/or edit information on important policies and functions; Experience editing texts of materials such as object labels and text panels, posters, calendars, invitations, announcements and programs to ensure appropriate format and factual accuracy.

FP-3

Qualifying experience for the FP-3 level includes one year of specialized experience at least equivalent to the FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience researching, writing and editing materials that are complex or controversial, and read by a diverse audience; Experience utilizing a high level of expertise to write and/or edit information on important policies and functions; Experience editing texts of materials such as object labels and text panels, posters, calendars, invitations, announcements and programs to ensure appropriate format and factual accuracy; Experience developing and managing systems for handling congressional inquiries.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who have held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying (FP-5 or GS-9, FP-4 or GS-12).Note: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. Please note:
Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.
