This position is located in the Office of the Assistant Director in the Office of Science and Technology (OST).

The primary purpose of this position is to serve as the Data Officer. The position is responsible for ATF's enterprise wide data and information strategy, governance, control, policy development, and effective exploitation.   

As a Information Technology Specialist, GS-2210-15, your typical work assignments may include:

  • Provide data analytics infrastructure that support and achieves operational business goals and targets. Lead data-driven insights that help support the exploitation of strategic and tactical business opportunities. Oversee development and deployment of the enterprise’s data and analytics platform for digital business. Exercise a detailed knowledge of information technology (IT) management, project management, and communications.
  • Formulate and implement new programs and developing new theories, concepts, principles, standards, and methods. Leads regulatory and compliance programs related to data and analytics assets. Create data-driven culture, related competencies and data literacy across the enterprise. Develop methods to ensure consistent application and use of analytics. Establish the governance of data and algorithms used for analysis, analytical applications and automated decision making.
  • Foster creation of a data-driven culture, related competencies and data literacy across the enterprise. Work with supervisors and other executives to establish the vision for managing data as a business asset — to exploit data using research and analytics to maximize the return on data assets.
  • Collaborate with the chief information security officer and chief privacy officer to create policies and controls for the appropriate protection of information assets. Protection should encompass a defined information life cycle, from acquisition or creation to end of life destruction and disposal procedures.

Qualifications

To qualify for GS-15 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-14.

This is a non-bargaining unit position.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.  Specialized experience is defined as developing and managing an enterprise-wide Information Technology (IT) Program to solve business problems using data platforms such as Microsoft, Azure, Cloudera, Sisense, Collibra, Tableau, Qualtrics, Oracle or other data-related technologies. This includes using these data platforms to provide dashboards and visualization tools to deliver client data systems that are operational and stable.
