This position reports to the Supervisory Management and Program Analyst directing Inspection Development and Support and is located in the Office of the Deputy Associate Administrator for Field Operations of the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS). The office provides program development, planning, implementation, and execution of activities and new initiatives.

Duties

Help

As a  Senior Program Coordinator, you will:

  • Develop program policy and guidance; program plans, milestones, and goals.  Lead teams to implement program plans, lead/drive change; recommend ways to strengthen pipeline safety programs. Communicate program findings and results to internal and external stakeholders.
  • Conduct audits and perform qualitative and quantitative assessments of OPS programs and initiatives using internal and external information and data sources.  Identify and analyze program-wide outcome measures to determine efficacy of programs and initiatives. Provide data-driven recommendations and advice on policies, programs, inspector training and qualifications, and field operations to OPS leadership.
  • Provide technical and communication expertise by effectively communicating national pipeline safety initiatives and challenges; prepare a variety of written materials including briefs, summaries, and reports; prepare speeches for executives, including the OPS Deputy Associate and Associate  Administrators, the PHMSA Deputy Administrator, and the  PHMSA Administrator.
  • Respond to inquiries; deliver oral presentations to a broad range of audiences, often in situations in which the audience may not be receptive to the message; plan national meetings, conferences, and forums; represent OPS at conferences, trade shows, symposia, and meetings; and manage internal and external websites.
  • Build relationships and partnerships with internal and external stakeholders to identify challenges and solutions to strengthen pipeline safety and risk reduction initiatives.

The Ideal Candidate  will lead cross-functional teams to effectively and efficiently carry out special and programmatic projects to enhance pipeline safety across the nation. Address public inquiries and technical assistance; analyze data; assess Federal regulation compliance; review mandate and audit activities and outcomes; manage and administer grants; and perform public communications, outreach and engagement.

  • This position is approved for Remote Work.  Remote work is an arrangement in which an employee works at an alternative worksite (e.g., from home) and is not expected to report to the office to work. Remote work location will be determined upon/after selection and may affect locality pay. The difference in salary is determined by the locality pay in each location. Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience with initiating, planning, executing, monitoring/controlling, and closing multiple national policy and program initiatives to lead public safety program efforts, and to coordinate national policy meetings and conference events with Internal and external stakeholders.
  • Experience in building and sustaining relationships and partnerships with a variety of Federal, state, and local government, the pubic, and private sector stakeholders to identify challenges and solutions to strengthen safety and rusk reduction initiatives.
  • Experience in developing national program communications materials such as summaries, reports, speeches, and responses to inquiries, and conveying safety issues to audiences with varying information requirements at national conferences, forums,  and trade shows.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Decision support - Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders.
  • Entrepreneurship - Positions the organization for future success by identifying new opportunities; builds the organization by developing or improving products or services. Takes calculated risks to accomplish organizational objectives.
  • Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.
  • Problem Solving - Identifies problems: determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.
  • Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
