Duties

Help

This position is responsible for serving as direct contributor for a variety of instructional design and development projects, producing resident instruction, advanced distributed learning/e-learning, and blended learning solutions.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Producing terminal and enabling performance objectives that are appropriate for instruction.
  • Using a systems approach, designs, develops, and/or revises a variety of instructional design and development materials, producing resident instruction, advanced distributed learning/e-learning, and blended learning solutions.
  • Designing and developing evaluation methodologies and instruments such as course critiques, pre/post test analyses, and on-the-job graduate/supervisor survey and embeds instruments in the course design.
  • Advising and assisting staff and faculty in self-development to include curriculum, methodologies, research, specialized professional courses, and labs focusing on education foundations and communication skills.
  • Implementing, tracking, and measuring results of division-level internal and external evaluations.

Qualifications

Applicants must meet the BASIC REQUIREMENTS:

Degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
    In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below.

In addition to meeting the basic requirements listed above:  Applicants must possess at least one year of specialized experience equivalent to at least the GS-09 level in the federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Analyzing, designing, developing, implementing and evaluating performance improvement systems; designing or developing interactive media; coordinating the implementation, development, evaluation and revision of existing training programs; assisting in the development of course training packages; and evaluating and reviewing the instructional adequacy of course materials.

OR at least one of the following if using education to qualify at this grade level:

(A) Have 3 full years of progressively higher level graduate education leading to a Ph.D. degree, if related

(B) Ph.D., if related

(C) Equivalent doctoral degree, if related

(D) Possess a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. The total percentages must equal at least 100 percent to qualify at that grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
