Duties

Help
  • Analyzes and evaluates Army accounting, budget, manpower and financial systems, and proposed system changes.
  • Provides analysis of financial data upon which programming and management decisions are made. Participates in the administrative control of funds.
  • Records, monitors and reviews obligations, expenditures, reimbursable orders, requests for allotments.
  • Identifies resource management needs not met by the prescribed system, recommends improvements in accounting, budget, manpower and financial procedures or services, and submits systems change requests.
  • Receives approved fund targets for assigned account(s). Allocates fund to individual organizations/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding.

  • Must be able to obtain and maintain a Secret security clearance for the duration of the appointment.
  • This is a Financial Management Level 2 Certified position. Incumbent is required to obtain Financial Management Level 2 certification within 24 months of occupying the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of up 10% of the time.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing and assisting in analyzing and evaluating budget, manpower, and financial policies; compiling and submitting accurate and timely financial reports; and monitoring assigned accounts for the necessary follow-up actions applicable to command budget priorities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Administration and Programs fields of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
