Duties

  • Serves as the Director, Office of Planning, Analysis and Evaluation (OPAE);
  • Serves as chief policy advisor to the HRSA Administrator;
  • Provides agency-wide leadership on a broad range of policy issues and facilitates cross agency policy development, engaging with the HRSA Administrator, across HRSA, HHS, and the government on policy matters impact HRSA programs;
  • Provides leadership on performance management and program evaluation, including coordination of program performance reports and plans submitted to the Department and OMB;
  • Provides executive leadership on agency-wide oversight activities;
  • Directs the agency's strategic planning process;
  • Provides executive leadership for HRSA's data-driven, health quality efforts, including by providing technical assistance to agency programs;
  • Oversees the agency's data council which maintains the HRSA data strategy, data standards, and other activities aimed toward increasing the quality and utility of HRSA data;
  • Coordinates the agency's participation in Department and federal strategic initiatives related to organizational performance and implementation of executive directives;
  • Coordinates cross-agency activities to foster innovation and leverage program best practices agency-wide;
  • Directs special studies and analyses and/or provides analytic support and information to support the agency's goals and directions.

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your five page resume that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualification(s), listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume.

  1. Demonstrated expert ability to prepare written and oral presentation materials, including materials containing and/or interpreting complex data, and those that may be considered controversial or subject to significant public scrutiny.
  2. Demonstrated experience in working with diverse groups, including government agencies, legislature, non-profit groups, and private sector entities to define and achieve policy goals.
  3. Demonstrated basic knowledge of contemporary public insurance (Medicare/Medicaid) policy and health care delivery, including their impacts on those who are geographically isolated and economically or medically vulnerable.
  4. Knowledge of and dexterity in the use of major public health and health care data sources, data visualization techniques, data-drive policy analysis, evaluation, and research.
  5. Experience in review, analysis, and implementation of the Public Health Service Act, the health care provisions of the Social Security Act and other relevant statutes, regulations, and guidance, including developing recommendations for change in support of program and policy goals.

  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
