Duties

Help
  • This is a developmental position being filled at the GS-05, 06, or 07 levels. The full performance GS-09 level of this position entails the following duties:
  • Investigate accidents, injuries, hazardous conditions, practices, and equipment.
  • Conduct surveys an inspections of buildings, equipment areas, work practices, operations, facilities, mechanical processes, and personnel.
  • Perform root cause analysis and proposes solutions to be implemented to address potential problem areas identified.
  • Oversee evacuation plans and annual rehearsals.
  • Provide safety training to employees including mishap prevention and office safety and safe working practices.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to possess and maintain a valid stateside driver?s license.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to obtain a Career Program 12 Safety and Occupational Health Professional Certification within 12 months of entrance into the position.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service. Under this authority, competitive rating/ranking and veteran's preference procedures do not apply.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. At the GS-05 level:
Specialized Experience: One year of specialized experience which includes

  • Experience that involved identifying, preventing, or eliminating safety hazards in work methods or environmental conditions; or
  • Experience in safety training or promotion, such experience must have provided a practical knowledge of occupational and environmental safety hazards, survey techniques, and control and preventive methods. Examples of qualifying specialized experience include biological technician, medical technician, engineering technician, fire prevention inspector, and environmental health worker.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

Education: Four-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of subjects such as Safety, Fire Prevention, Industrial Hygiene, Occupational Health, or other directly related subject.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

At the GS-06 level:
Specialized Experience: One year of specialized experience which includes
  • Experience identifying, preventing, or eliminating safety hazards in work methods or environmental conditions; and
  • Experience providing a practical knowledge of occupational and environmental safety hazards, survey techniques, and control and preventive methods.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

OR

Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Safety, Fire Prevention, Industrial Hygiene, Occupational Health, or other directly related subject.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.

At the GS-07 level:
Specialized Experience: One year of specialized experience which includes
  • Experience identifying, preventing, or eliminating safety hazards in work methods or environmental conditions;
  • Experience providing safety training;
  • Experience applying survey techniques; and
  • Experience assisting in investigation accidents or incidents.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

OR

Education: One full year of graduate level education in a field directly related to the work of the position, such as safety, fire prevention, industrial hygiene, occupational health, or other directly related subject.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

This position is located with the McAlester Army Ammunition Plant (MCAAP), Environmental and Safety, in McAlester, OK. MCAAP was originally commissioned as the Naval Ammunition Depot McAlester on May 20, 1943 and began its first production in September 1943. In October 1977, the naval facility was transferred to the Army under the Single Manager for Conventional Ammunition Act. MCAAP is a government-owned/government-operated facility. Our operating hours are from 6:30 a.m. until 5:00 p.m. Monday through Thursday. We are closed on federal holidays. The mission of MCAAP is to produce and renovate quality conventional missile ammunition and ammunition-related components, perform engineering and product assurance in support of production, and receive, store, ship, demilitarize and dispose of conventional and missile ammunition and related items.
