This position is located in the Small Business Administration, Office of Capital Access, Office of Financial Assistance with the 7(a) Loan Division.

The Financial and Loan Specialist serves as a policy expert and is responsible for developing policies, procedures, written materials and training for the agency's 7(a) and 504 loan programs.

  • Performs a variety of complex policy and financial analysis duties requiring a working knowledge of relevant federal regulations, commercial loan underwriting procedures and regulations.
  • Reviews financial accounting statements to make determinations on the general health of a business entity.
  • Develops and makes recommendations for improvements to regulations, policies, program design and delivery.
  • Represents Small Business Administration (SBA) by preparing and delivering speeches and training at functions with interagency and public groups interested in the SBA loan programs as well as to SBA staff nationwide.
  • Provides authoritative responses to questions received from 7(a) lenders, SBA district office and headquarters staff, and other entities.

  • Due to COVID-19, the SBA is currently in an expanded telework status. If selected, you may be permitted to temporarily telework from a location outside the official duty station described in this announcement.
  • Once employees are permitted to return to the office, you will be expected to report to the duty station listed in this announcement. At that time, you will be eligible to request telework in accordance with the SBA's telework and office policies.

Qualifications

For the GS-14: You must have at least one-year (12-months) of specialized work experience equivalent to the GS-13 grade level in the Federal service (obtained in either the public or private sector) in lending policy and commercial lending. Examples of specialized experience include:

  1. Applying the concepts, principles, theories, and practices of financial analysis to develop commercial loan origination policy; and
  2. Drafting written policies regarding commercial loans; and
  3. Applying working knowledge of commercial loan underwriting procedures to develop commercial loan origination policy; and
  4. Reviewing financial accounting statements to make determinations on the general health of a business entity.
