Duties

Help
  • Work in multiple database environments using variety of programming languages. Recommend improvements. Maintain and review codebase. Collaborate with vendors, clients, and analysts.
  • Assess, plan, and maintain data optimized for business and security requirements. Assess requirements and apply relevant techniques to create robust architectures. Maintain databases to prevent disruptions.
  • Maintain data sources to extract, transform, and load data from any data source. Construct pipelines that support data mining and data science projects. Optimize large-scale processing systems for performance and scalability.
  • Identify opportunities for enhance business and security requirements. Design and implement processes that improve quality, automate tasks, and develop standard practices. Identify performance issues.
  • Improve the OIG?s use of data and analysis. Investigate new technologies and practices where relevant. Dive into data and pinpoint tasks to eliminate manual participation with automation using Cloudera NiFi.
  • Recommend new software solutions. Apply a variety of programming languages to meet software and business needs. Understand data warehousing platforms, big data software, and project management applications.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • Must maintain Administrative Rights on the DoD OIG network per DoD OCIO policies including, but not limited to: CompTIA Security+ Certification and DoD 8570 IAT Level II Certification.
  • Must maintain proficiency in operating systems such as Red Hat Enterprise Linux and Windows 2016.
  • Must maintain professional development and maintains technical proficiency in data management systems and statistical packages.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

All applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirements:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
or
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the basic requirement above, you must also meet the specialized experience for the grade level described below.

GS-09 Specialized experience: Experience that demonstrates a strong theoretical understanding of applied data engineering concepts to support data science projects, including basic statistical algorithms, databases, data structures, data wrangling, data munging, and programming languages, and experience applying some of these concepts.

Education: Two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
or
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 Specialized experience: Experience that demonstrates one year (52 weeks) of specialized experience at the GS-09 level or equivalent. This is experience that demonstrates a strong theoretical understanding of applied data engineering concepts to support data science projects, including basic statistical algorithms, databases, data structures, data wrangling, data munging, and programming languages, and experience applying these concepts to support data analysis, big data, or data science projects.

Education: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
or
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12 Specialized Experience Definition: Specialized experience includes a combination of education (listed above) and experience that demonstrates one year (52 weeks) of specialized experience at the GS-11 level or equivalent. This experience includes applying a variety of data engineering concepts to support data analysis, big data, or data science projects that include understanding statistical
algorithms, databases, data structures, data wrangling, data munging, and multiple programming languages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education

Substitution of Education for Specialized Experience:

GS-09 Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

There is no substitution of education for the qualifying experienceat the GS-12 grade level.
