Summary

This position(s) is located in the United States Department of Agriculture, Agricultural Research Service. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will provide advice and assistance on research plan proposals, experimental designs, data analysis, and interpretation of statistical results for ARS National Programs research conducted by ARS research scientists.

Duties

Help
  • Participates as a principal collaborator on teams of research scientists and managers, providing highly technical, expert professional ad vice on experimental designs, data analysis, and interpretation of statistical results.
  • Makes recommendations as principal advisor on statistical correctness and appropriateness of research project proposals for the Office of Scientific Quality Review.
  • Utilizes the SAS and/or R programming environment(s) with advanced fluency to conduct complex statistical analyses.
  • Modifies or develops new approaches for studies, when current methodologies are inadequate, through innovative designs and/or statistical procedures that will best address the goals of research projects.
  • Provides expert professional statistical consultation to accurately interpret research results and verify the validity of scientific inferences to be made by researchers.
  • Plans, initiates, develops, directs, and conducts training in statistical procedures applied to agricultural research programs by means of in service training and/or identification of outside training resources.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience:
Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is collaborating on research teams to asses statistical validity of experimental designs; determining sample sizes sufficient to achieve the targeted level of statistical power; recommending or conducting complex statistical data analyses; reviewing manuscript content for statistical design and analysis validity; modifying statistical approaches; providing guidance and training researchers on conducting statistical analyses; and interpreting or executing policies related to applied mathematical statistics programs.

GS-13:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is collaborating on research teams to asses statistical validity of experimental designs; determining sample sizes sufficient to achieve the targeted level of statistical power; recommending or conducting expert complex statistical data analyses; using the SAS and/or R programming environments; reviewing manuscript content for statistical design and analysis validity; modifying or developing new statistical approaches; initiating the development and provision of training and guidance for researchers on conducting statistical analyses; and participating with leadership in developing policies related to applied mathematical statistics programs.

GS-14:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is serving as principal advisor on research teams to asses statistical validity of experimental designs; determining sample sizes sufficient to achieve the targeted level of statistical power; recommending or conducting complex statistical data analyses; using the SAS and/or R programming environments; authoritatively reviewing manuscript content for statistical design and analysis validity; modifying or developing new statistical approaches; ; planning and directing development and provision of training and guidance for researchers on conducting statistical analyses; and advising agency leadership in developing policies related to applied mathematical statistics programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
