Duties

Help

This position is a mission critical occupation and is responsible for the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.

As an IT Specialist, you will serve as an IT Project Manager for various IT specialty areas while working with upper management to analyze existing processes and problems to resolve issues.
Your major duties and responsibilities will include:

  • Planning and managing IT projects involving interrelated technology specialty areas and multiple stages of the systems development lifecycle.
  • Creating charters, project plans, business cases, requirements documents, statements of work, risk management plans, cost estimates, and other documentation to support the project and describe overall project scope, schedule, and business benefits/value.
  • Leading and managing multiple projects covering a range of IT services that may include software upgrades, hardware installation, implementing technical security controls, development or enhancement of custom software applications, data visualization, collaboration tools, cloud services, records management, network engineering, authentication, user experience design, business process re-engineering, business intelligence, or other areas.
  • Reporting project progress to leadership and makes recommendations on corrective actions as necessary.
  • Identifying and tracking project risks and takes action to mitigate, close, or avoid risks.
  • Conducts post-implementation reviews and integrates lessons learned into work processes.

To qualify for this position you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

In addition to the four competencies stated above, in order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  • Implementing and monitoring IT project plans to meet organization's objectives.
AND
  • Developing information systems testing strategies, plans, and scenarios to meet customers' requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

TECHNOLOGY AWARENESS - Knowledge of developments and new applications of information technology, emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.

SYSTEMS LIFE CYCLE - Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems.

PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
