This Senior Executive Service (SES) position is located in the Office of Enforcement and Compliance Assurance (OECA), Office of Site Remediation Enforcement (OSRE). If selected, you must work at the location stated in this announcement.
The Office of Site Remediation Enforcement (OSRE) oversees and supports Regions and States in the implementation of the cleanup enforcement program; develops program strategies and short-term and long-term objectives, delivers training and technical assistance, and allocates resources to support program operations; provides legal and technical support for nationally significant cases and judicial appeals; and develops appropriate enforcement initiatives. OSRE is comprised of the Policy and Program Evaluation Division, the Regional Support Division, and the Program Operations Staff.
The Deputy Director serves as an advisor to OECA’s Assistant Administrator (AA), Principal Deputy Assistant Administrator (PDAA), Deputy Assistant Administrator (DAA), and the Office Director on matters of cleanup enforcement under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA or Superfund), the Resource Conservation and Recovery Act (RCRA), the Oil Pollution Act (OPA), and the enforcement of EPA's national remediation programs.
Duties of this position include:
Assisting the Office Director with providing direction and management of the office's day-to-day operations, including allocating resources to ensure operating and program needs are met, delegating assignments to staff, and leading succession planning and staffing efforts.
Providing direct leadership and oversight to the Agency’s cleanup enforcement program by developing program strategies, and short-term and long-term objectives to meet Agency goals.
Remaining abreast of current national policy issues and conducting analyses of these matters; preparing policy recommendations and/or expected outcomes as necessary.
Developing and implementing policies for the national site cleanup program and intersecting enforcement compliance and assurance program policies; reviewing and revising program and Agency policies as necessary.
Assisting the Director with evaluating the site cleanup enforcement program and advising the Assistant Administrator on the program’s accomplishments, new strategy implementation, allocation resources, and other associated matters.
Overseeing the management of OSRE resources, including FTE, payroll, and extramural resources.
Participating in workgroups and councils representing OSRE/OECA and establishing and maintaining working relationships with other federal agencies, states, and other stakeholders.
Providing leadership and guidance for successful human resources management.

Qualifications
The work of this position is classified in the General Attorney, 0905 series. Applicants must have a LL.B or J.D. degree from an accredited law school; must be admitted to practice before the highest court of a State, U. S. territory, the District of Columbia, or the Commonwealth of Puerto Rico; and must maintain active status as a member of the bar of one of these jurisdictions. The incumbent must have significant experience in providing legal advice and counsel at EPA; other federal, state, or local agencies; or in private practice.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.
A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors will result in your application being disqualified.
TQ 1 - Demonstrated experience developing and managing complex environmental policy and procedures that include the Comprehensive Environmental Response, Compensation and Liability Act (Superfund), the Resource Conservation and Recovery Act (RCRA), or other enforcement cleanup programs.
TQ 2 - Demonstrated experience leading a diverse organization while building and maintaining relationships with leaders of external organizations and stakeholders to achieve program objectives.
