As a Management and Program Analyst, GS-0343-11, you will be responsible for:

  • Works with internal and external stakeholders and experts to develop policy options and recommendations that align with organizational objectives.    
  • Assists with drafting policy memorandum, options memorandum, regulations, and other significant documents.  
  • Recommends and participates in the implementation of new and existing standard operating procedures to enhance operational efficiency and effectiveness.
  • Continually reviews and recommends updates to policies and standard operating procedures, ensuring full integration with agency policies and procedures. 
  • Communicates effectively with internal and external audience on program, policy, and projects in the assigned areas.
  • Supports the execution of OCIO's audit functions including, but not limited to, the Federal Information Security Modernization Act (FISMA), Financial Statement, and A-123 Internal Control audits and reviews.
  • Supports management of a large volume of OCIO data calls in a coordinated and organized manner.
  • Assists in managing the audit process from audit entrance to closure of findings, and the coordination across stakeholders to ensure organizational compliance.

As a Management and Program Analyst, GS-0343-12, you will be responsible for:

  • Writes policy and negotiates and/or persuades higher echelons or management officials to support policy revisions that improve organizational operations.
  • Prepares comparative policy analyses using various reports, standard operating procedures, graphs, tables, schedules, and charts. Gathers, consolidates, and interprets data from status reports.
  • Collaborates with stakeholders to develop, analyze, and evaluate new or modified program/management policies, regulations, goals or objectives to address organizational needs and requirements.
  • Prepares policy statements, standard operating procedures, implementing instructions, and other guidance for dissemination to the organization.
  • Analyzes, designs, and establishes parameters and techniques, and standard operating procedures for improving program efficiency and effectiveness.
  • Supports the execution of OCIO's audit functions including, but not limited to, the Federal Information Security Modernization Act (FISMA), Financial Statement, and A-123 Internal Control audits and reviews.
  • Develops new methods, systems and management processes to ensure appropriate coordination and effective, efficient internal governance as well as to ensure accurate management and tracking of data calls and their follow-up actions.
  • Conducts detailed analyses of work processes and makes recommendations for improvement in the effectiveness and efficiency of internal OCIO operations.
  • Assists in managing the audit process from audit entrance to closure of findings, and the coordination across stakeholders to ensure organizational compliance.
  • Reviews responses to data calls, reports and studies to ensure consistency of message and adherence to applicable laws, regulations and policies, ensuring a coordinated response that includes input from all appropriate parties.
  • Makes recommendations to senior leaders in support of process improvements for the organization's internal governance.

Conditions of Employment

Qualifications

Minimum Qualification Requirements for the GS-11
You may meet the minimum qualifications for the GS-11, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-11
One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of  three (3) of the following duties or work assignments:
1. Experience co-managing multiple assignments and assisting in the prioritization of tasks while also engaging the appropriate stakeholders.
2. Experience co-managing reports, legislation, regulations and policies and then supporting the identification of requirements and areas of challenge. 
3. Experience co-managing both qualitative and quantitative data and synthesizing only relevant information.   

OR

EDUCATION (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1. Ability to conduct research used to develop and interpret policies, procedures, and strategies and influence decisions or recommendations that significantly influence important organizational policies, programs, and supporting procedures.
2. Knowledge of regulations, pertinent laws and policies related to program/operations area in order to provide internal governance support.
3. Skill in applying analytical and evaluative methods and techniques in developing new procedures and approaches to identify and resolve significant issues and problems.
4. Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency and productivity of assigned programs.

Specialized Experience for the GS-12

One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of  three (3) of the following duties or work assignments:
1. Experience managing, planning and/or leading multiple projects, while engaging the appropriate stakeholders. Work in close collaboration with others and making recommendations, as needed, regarding project requirements.
2. Experience developing, implementing and/or managing systems to track work projects and ensure consistent adherence to policies and practices.
3. Experience conducting assessments and reviews of reports, legislation, regulations and policies and making recommendations to address program deficiencies and areas of challenge.   

Education

You may meet the minimum qualifications of GS-11 grade level position by meeting the following education options.

Ph.D.

or

equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

or 

A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.

Education cannot be substituted for experience for GS-12 grade level.

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications
