Help

DHS is launching a public awareness campaign to educate the public and policymakers about the growing threats of online CSEA, how to keep children safe online, and advising children and parents how to report CSEA and locate victim resources. As a Strategic Communications Specialist, the incumbent will review and evaluate the knowledge management and communications efforts of the CSEA public awareness campaign, provide contract oversight, and ensure internal DHS alignment, coordination, and consistency regarding the receipt and response to inquiries related to the campaign and its activities.
Major Duties
This position will report directly to the Supervisory Campaign Specialist and will be responsible for helping execute the campaign's strategies, maintain relationship with campaign partners, and administer the overall program.
The incumbent will:

  • Assist the campaign team and contractors with assignments and deliverables to ensure proper clearance and coordination of responses in accordance with the Office of the Secretary correspondence program guidelines. Support the Campaign Director and Administrative Officer by overseeing communications with internal and external stakeholders, including OPA, OPE, and OLA. Serve as lead on management of campaign information on DHS website with OPA. Assist in developing and executing campaign's strategic communication plan with OPE. Liaise with OLA to provide information and briefings to Congressional members or staff on campaign's activities.
  • Research, gather, develop, and check the accuracy of information from a wide range of sources related to the policies and mission of campaign to ensure information is conveyed in the most logical and effective way, taking into account the purpose, communication medium, and audience.
  • Prepare, coordinate, and maintain inquiry responses, briefing materials, fact sheets, and papers, etc. Ensure submissions are fully coordinated and approved by appropriate personnel.
  • Research, develop, and validate information from a wide range of sources regarding DHS communications objectives and policies.
  • Enforce record management policies, standards, procedures, and practices to ensure effective information resource management.
  • Recommend and utilize appropriate problem-solving methods and techniques. Provide advice on work methods, practices and procedures, and assist the team in identifying the parameters of viable solutions.
  • Maintain program and administrative communications materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor. Maintain current knowledge to answer questions from team members on communications procedures, policies, and directives.
  • Prepare accurate and concise reports and maintain records of work accomplishments and administrative information, as required. Coordinate the preparation, presentation, and communication of work-related information to campaign staff.
  • Represent the campaign on interagency meetings and working groups.

Qualifications

Qualifications required:

  1. Experience with communications strategies and execution.
  2. Experience managing multiple projects and competing deadlines.
  3. Experience partnering with internal and external stakeholders.
  4. Experience briefing stakeholders, including senior executives and/or political appointees, utilizing verbal presentations and/or written materials.
  5. Editing, drafting, and disseminating diverse materials for a range of audiences.
  6. Experience with a broad range of information sources and analytical methods to research and develop information on the programs and policies.
  7. Work with minimal supervision, using individual discretion and judgment.
  8. Highly organized and demonstrated ability to manage several projects simultaneously.
  9. Comfort working in a dynamic and evolving environment.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
