Help

The National Exercise Division (NED) is responsible for the execution of the National Exercise Program (NEP) that tests and evaluates the capability and readiness of Federal, State, local and tribal governments. The NEP also validates the National Preparedness System core capabilities across all mission areas.

The ideal candidate for this position will perform emergency management work including leading, managing, planning, and coordinating National Level Exercise activities and providing a consistent approach to increase capabilities for whole community partners to increase their capabilities to prepare for, respond to, and recover from disasters and national security emergencies. In this position, you will serve as an Emergency Management Specialist (Preparedness).

Potential duties include:

  • Help to lead a collaborative process for the planning, delivery and evaluation of the National Level Exercise, which includes coordination with Federal, State, Local, Tribal, and Territorial (SLTT) jurisdictions and whole community partners to increase their capabilities to prepare for, respond to, and recover from disasters and national security emergencies.
  • Build partnerships among organizations to facilitate working across boundaries, groups, and organizations
  • Facilitate senior-level and large stakeholder planning meetings/events professionally and tactfully, and negotiate among parties towards effective solutions
  • Serve as a spokesperson at meetings, committees, and working groups including in a virtual or hybrid environment
  • Writing clear and concise emergency management documents and conducting data-driven analysis for inclusion in exercise papers, reports, and other products
  • Manage large, complex projects using effective project management skills, problem identification and risk mitigation strategies, an attention to detail, effective stakeholder engagement and coordination, and excellent oral and writing skills

Qualifications

Qualifications required:

1. Leading the efforts of simultaneously planning, developing, delivering, and evaluating emergency management preparedness national level exercises, and
2. Collaborating with high level internal and external stakeholders on matters of emergency preparedness and exercises and potentially on short-notice, and
3. Managing internal processes (e.g. budget, writing briefing memos/documents, supporting leadership requests), and
4. Developing, coordinating, and evaluating emergency management capabilities at the Federal, State, Local Tribal, and/or Territorial level.

**DHS does not offer any additional benefits beyond that which the Federal employee is already receiving.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:

  1. Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  2. Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  3. Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  4. Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
