This position is located in the Department of Health And Human Services, Office of Inspector General, Office of Management and Policy, Administrative Operations Division.

Assists with management of the Citibank Travel Card Program for all OIG, and, more specifically, runs reports to determine delinquency; work with the OIG component employees who have been cancelled, and/or new; work with the Agency Organizational Program Coordinator (AOPC); provide the Reports to supervisor for review; provide employees with guidance when they experience trouble with the card; and trouble shoots for management.

Works with the Federal Agency Travel Administrator (FATA) for the Gov Trip Program to monitor daily usage; review documents; approve documents; assists travelers; assists other FATA's with travel documents when needed, and, trouble shoot any issues that may arise.

Assists with designing and conducting comprehensive management studies within the boundaries. Assists with conducting research, analyzing, and continuously updating and maintaining the OIG Travel Manual and ensures that it reflects the policies and goals of the Inspector General, and conforms to Departmental and FTR requirements. The incumbent coordinates developing and reviewing Travel Manual changes with the operating components and the Office of the Secretary staff. Provide guidance to OIG staff on the FTR.

Coordinates all OIG Permanent Change of Duty by following all regulations, guidelines and authorities in moving the employee to the official duty station; preparing appropriate documents for the move and researching locality cost, moving expenses, and relocation costs.

Attends monthly meetings as needed on travel issues and updates as well as attends various other meetings with the service area on other subject matters.

Plans conferences; travel to locate hotels for meetings/conferences; work with hotel Conference Manager for room accommodations, meals, meeting rooms, receptions and assure appropriate equipment is available, i.e. audio visual, IT hook-up and set-up, etc. The incumbent ensures that the Division's activities are consistent with applicable statutes, regulations, and Departmental directives.

Receives assignments in support of special studies regarding travel regulations requiring the incumbent to gather, verify, analyze and prepare a variety of data in narrative formats. The information is used by management to report, plan and evaluate OMP administrative activities.

Performs other duties as assigned.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience assisting in managing all facets of a travel card program to include analyzing and providing data for higher level review and assisting customers with routine and difficult issues that may arise.
  • Experience assisting with the development of travel program policies and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.
