About the Position: This position is with the Sierra Army Depot Civilian Personnel Advisory Center responsible for receiving strategic, operational, and technical direction and oversight on the execution of Civilian Personnel activities and customer service to all installation tenants and commands from the Civilian Human Resources Agency (CHRA) Regional Director (RD), while the Installation/Garrison Commander or designee serves as the on-site liaison to the CHRA RD.

Duties

Help
  • Leading and directing a Civilian Personnel Advisory Center (CPAC) providing guidance/advice to General Officer/Senior Commands, staff/employees on all areas of Civilian Human Resource (HR) policy, regulations and laws
  • Working closely through regular updates with supported Commanders and Senior Civilian leaders in the development of the serviced organization's Civilian HR management program
  • Support Commanders, leaders and managers on Civilian HR including staffing, recruitment strategy, classification, position management, labor, disciplinary actions, management-employee relations, grievances
  • Providing planned external Civilian HR training to supported customers
  • Leading, training and mentoring the CPAC staff, providing for their training, individual/professional development
  • Having daily oversight for CPAC operations to include internal management controls
  • Providing management updates to the CHRA West Region Director/Staff
  • Overseeing Appropriated Fund (AF) and Non-Appropriated Fund (NAF) Civilian Personnel operations

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GS-12 grade level which prepared you to do the work in this job. Specialized experience is defined as experience providing advice and guidance directly to managers and employees on federal civilian personnel recruitment and placement procedures that include strategies and methods that address strategic recruitment, job turnover rates and downsizing; and providing advice and assistance in one or more of the following civilian federal human resource technical areas: position management and classification, recruitment and placement/staffing, labor relations, management-employee relations. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
