The selectee will be responsible for performing all aspects of contracting transactions, from developing requirements to recommending awards for supplies or services with specialized requirements.  This includes contracts awarded under the CRS Director's independent contracting authority, contracts awarded through the Library of Congress (LC) Contracts and Grant Directorate and other CRS contracts that directly support the research and information needs of the United States Congress.

The Contract Specialist may be called upon to provide technical guidance to the Section Head, the Associate Director of OPS, and the CRS Director and Deputy Director on best practices and to make recommendations for CRS contract strategies based upon short-term and long-term needs. The incumbent will be responsible for a wide range of contract administration activities for CRS research contracts and support services contracts; maintains fiscal records regarding CRS contract obligations; and represents CRS on contract working groups and teams. 

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation’s best thinking on public policy issues of interest to its Members and Committees.

Contract Specialist duties include:

Analyzes contract requirements and provides technical guidance and assistance to CRS project managers and technical experts on researching contract options, developing contract requirements, establishing deliverables, and writing statements of work.  Analyzes generally available sources for the products or services to be procured, including searching the market or using sole source suppliers as required and determining the sources to be solicited.

Prepares applicable determinations and findings, conducts pre-bid or pre-proposal conferences, and receives and evaluates proposals.  Determines appropriate contractual formats; documents results of cost and price analyses and market surveys; evaluates program and technical needs; evaluates determinations of costs; and evaluates time constraints.

Interprets contract provisions for project managers, and other technical experts and provides appropriate advice and guidance. Ensures that all contracts are developed in accordance with agency regulations and where applicable, comply with Federal Acquisition Regulations (FAR).

Negotiates contract changes and modifications; exercises contract options; investigates and resolves contractor delays and performance problems; performs distribution of claims; and interprets, extends, originates, or devises new contractual provisions, clauses, terms, and conditions.

In consultation with the project managers, reviews and approves all obligations for payment to ensure compliance with terms and conditions; approves scheduled payments as requirements are met; and interacts with Library accounting officers to refine accounting and disbursing procedures, and to resolve payment issues.

The incumbent of this position will work a flexitime or compflex work schedule.

This is a non-supervisory, bargaining unit position.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
