Help

The duties of the Industrial Hygienist position include, but are not limited to:

  • Support the development of facility industrial hygiene policies, programs, and procedural documentation.
  • Responsible for planning, developing, implementing, and evaluating the Occupational Health Programs at the facility.
  • Investigate injuries and prepare required reports of investigations, as well as reports for the VA Region and VACO.
  • Conduct surveys of working conditions to determine the nature and magnitude of
    hazardous exposures and the effectiveness of existing control measures.
  • Inspect work areas by the Industrial Hygienist will determine compliance with standards set by OSHA, VA, and other regulatory agencies.
  • Review Occupational Health, Industrial Hygiene, and Occupational Safety Standards set by OSHA, VA, TJC, and other regulatory agencies.
  • Select analytical instruments and sampling criteria to evaluate hazards.
  • Prepare specifications and purchase documents for contracting/purchasing of laboratory services to analyze hazardous materials and may oversee the work of contractors engaged to perform specific monitoring.
  • Request immediate action from VA management to correct conditions which may be expected to cause serious illness, injury or death.
  • Devise or work with engineers to develop control measures, such as changes in work procedures, systems, materials or the use of personal protective equipment.
  • Update and advise Employee Health physician as to medical surveillance requirements for
    employees working with hazardous materials as determined by OSHA.
  • Participate with national-level committees to ensure that consistent and appropriate industrial hygiene measures are followed.
  • Develop policies, programs and procedures designed to improve safety conditions and thereby reduce the incidence of injuries and resulting Federal Employee Compensation Act Claims (FECA).
  • Recommend or prescribe controls to eliminate or modify physical conditions, operations or other factors which may result in traumatic injury to persons or damage to property.
  • Provide education programs designed to inform management, supervisors and employees of
    potential hazardous exposures.
  • Assist facility managers in the development and review of safety training requirements.
  • Maintain the Centralized Material Safety Sheets and Hazard Communication Library for
    the Medical Center.

Work Schedule: Monday-Friday 08:00 a.m. to 04:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Individual Occupational Requirement-To meet this requirement you must have:

  • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; OR,
  • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; OR,
  • Certification from the American Board of Industrial Hygiene (external link) (ABIH).

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and implementing comprehensive industrial hygiene programs at a VA facility; serve as the lead technical authority on industrial hygiene and environmental compliance law and regulation providing full range of technical assistance, policy review and consultative services; establish compliance procedures which include the disposal of hazardous wastes, to include documentation of the transportation and disposal by properly authorized facilities as required by regulations; use of new developments to solve novel or obscure problems; ability to extend and modify existing techniques are necessary in solving a variety of occupational health problems; ability to investigate occupational health problems and perform job hazard analysis.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPT REQUIRED)
Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Office and field work required. There will be some walking and/or bending during walk-through inspections of worksites. Field inspections require moderate physical exertion in carrying equipment, as well as extended periods of walking and/or standing. During inspections and surveys, the employee is exposed to a variety of hazards and discomforts, requiring the use of personal protective equipment and various types of protective clothing, depending on the hazards present. The employee is exposed to potential health hazards and uncomfortable work conditions which may be physically taxing.
