Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Duties

Help

Duty 1: Plans, organizes, and oversees the activities of the Intelligence Squadron (IS).

Duty 2: Exercises supervisory personnel management responsibilities. Exercises technical and administrative supervision over a highly experienced staff of analytic, operational, and support personnel responsible for the planning and management of highly complex analytic support and ISR operational functions.

Duty 3: Manages ISR training and readiness for the squadron. Reports unit readiness posture under the Status of Resources and Training System (SORTS) and Air Expeditionary Forces (AEF) Reporting Tool (ART).

Duty 4: Staff Duties. Performs various staff duties as assigned by the supervisor. Accomplishes and coordinates staff work. Assists the Group Commander or assigned Staff Officers in preparing the Operations Group for Operational Readiness Inspections (ORIs), Unit Compliance inspections (UCIs), Unit Effectiveness Inspections (UEls) and Staff Assistance Visits (SAVs),

Duty 5: Performs as a certified ISR Operations Commander. Regularly serves as an intelligence, Surveillance, and Reconnaissance (ISR) Operations Commander to execute assigned ISR missions.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program, AFM 44-198. Employee must pass initial and periodic short notice drug testing.
  • As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.
  • This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties,
  • generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).

  • This is an AFRC key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units.

  • This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/ location on a lateral or promotion basis as directed by HQ AFRC.
  • AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: operational experience in at least two of the below intelligence disciplines-HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, targeting, collection management, analytical production management, and dissemination, knowledge and understanding of national, DoD, and U.S. Air Force statutory and regulatory policies, directives, and procedures relating to ISR activities, ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources, ability to sustain professional networks to exchange information with mission critical offices, inside AFRC, other MAJCOMs, and Air Force in overall planning and execution of JSR operations and evaluations, ability to plan, organize, and direct JSR operations functions; and mentor, motivate, and appraise a staff through subordinate supervisors. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Must be fully qualified and experienced intelligence officer, having operational experience in at least two of the below intelligence disciplines-HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, targeting, collection management, analytical production management, and dissemination.
  2. Knowledge of HUMINT, GEOINT/MASINT, SIGINT, All-Source I Fusion Analysis, DCGS, targeting, collection management, analytical production management, and dissemination.
  3. Demonstrated knowledge and understanding of national, DoD, and U.S. Air Force statutory and regulatory policies, directives, and procedures relating to ISR activities.
  4. Must be highly knowledgeable in the capabilities, limitations, and techniques for employment of JSR platforms.
  5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  6. Ability to plan, organize, and direct JSR operations functions; and mentor, motivate, and appraise a staff through subordinate supervisors.
  7. Maintains certification and currency in the DCGS mission.
  8. Ability to communicate effectively both orally and in writing; to prepare reports, interface with high levels of management, negotiate complex issues; and maintains good working relationships.
  9. Proven ability to build and sustain professional networks to exchange information with mission critical offices, inside AFRC, other MAJCOMs, and Air Force in overall planning and execution of JSR operations and evaluations.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
