Analyzes, formulates, and develops ideas, concepts, and methodology for new or revised policies, procedures, and systems for designing, implementing and evaluating programs related to social science analysis.

Oversees and guides projects in one or more specialized justice focus areas.

Serves as a technical expert for a significant segment of a social science focus area or program area.

Evaluates the scientific aspects of a wide variety of program grants, research-based grants, contracts, and cooperative agreements.

Reviews and evaluates research in a broad specialized scientific area of the social sciences.

Basic Requirements for the GS-12 and 13:
Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience at the GS-12 level include: Applied advanced social and behavioral science methods, principles, concepts, practices, standards, and analytical techniques, in order to perform a wide range of qualitative and quantitative tasks for the assessment and improvement of program effectiveness in the major focus areas of criminal and juvenile justice, crime victimization, crime victim services and/or crime prevention; Conducted studies related to criminal or juvenile justice, crime victimization and crime victim services, or related areas of practice; Provided expert advice to Federal staff, practitioners, and researchers on the legal implications of social and behavioral science to criminal or juvenile justice, crime victimization and crime victim services, or related areas of practice; Used social science knowledge to extract significant findings from quantitative and qualitative research related to criminal and juvenile justice, crime victimization, crime victim services and/or crime prevention; Performed scientific evaluation of research grant projects and studies of substantive, mission-oriented programs that required analysis of interrelated issues, such as compliance with scientific requirements, implementation of scientific rigor in research methods and goals, and other factors influencing effectiveness of research programs related to criminal and juvenile justice, crime victimization, crime victim services and/or crime prevention.

Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience at the GS-11 level include: Assisted scientists/analysts in performing the normal range of in house review and evaluation processes that are involved in selecting research proposals to be funded for assignments in social science disciplines related to criminal and juvenile justice, crime victimization, crime victim services and/or crime prevention; Served on technical review panels that review and evaluate social science grants, cooperative agreements, and interagency agreements related to criminal and juvenile justice, crime victimization, crime victim services and/or crime prevention; Conducted preliminary screening of criminal and juvenile justice, crime victimization, crime victim services and/or crime prevention research findings and reports of grantees and contractors to identify problems and evaluate progress; Utilized skill in the use of social science knowledge related to criminal and juvenile justice, crime victimization, crime victim services and/or crime prevention sufficient to extract significant findings from quantitative and qualitative research, and present findings to senior scientists; Assisted in gathering technical resource data to assist the organization on a broad range of activities related to integrating social science principles, practices, and standards with social science programs, the formation of organization-specific policies and guidelines, drafting organizational perspectives on issues, and performance monitoring related to criminal and juvenile justice, crime victimization, crime victim services and/or crime prevention.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:
Knowledge of the applications and legal implications of social and behavioral science to criminal or juvenile justice, crime victimization, and crime victim services, or related areas of practice.
Knowledge of scientific research methods and quantitative analytic techniques sufficient to oversee large-scale research and evaluation programs.
Ability to plan, conduct, and evaluate studies.
Ability to develop alternative agency strategies.
