Duties

Help

The incumbent will:

- Serve as an agency expert in unemployment insurance and provides technical assistance to state and Federal officials concerning program integrity and performance.

- Develop national guideline material on UI program requirements, operating procedures and policy guidance, specifically, those related to program integrity, performance or quality, and provides authoritative advice and consultation to ETA officials and customers.

- Review and analyze federal laws and regulations to determine impacts to Federal and State UI programs and evaluating states' operational performance.

- Develop and apply new methods and techniques to solve problems where existing guides are largely inapplicable.

- Direct and/or participate in studies, reviews, training, evaluations of UI programs, systems and/or activities designed to enhance UI program integrity, performance or quality, and, to improve service to claimants and employers.

- Planning and directing work of subordinates, setting and adjusting priorities and establishing deadlines for completion of work.

- Developing of performance standards and evaluating subordinate performance.

- Providing instruction, advice or counsel to subordinates on both work related and administrative issues.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency.  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement.  

Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation.

Qualifications

Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of specialized experience for this position include:

- Experience in engaging with and providing technical assistance on program integrity or performance issues to UI stakeholders such as state UI agencies, employers, worker advocates, and the Federal, state, and local workforce partners;

- Experience in studying new and proposed legislation and regulations to determine impacts to UI programs, ensuring state UI programs and systems are meeting with federal requirements, laws and regulations; And

- Experience in developing analytical reports for technical and non-technical audiences, drafting policy guidance and operating procedures for State officials for establishing and operating state and federal UI programs and systems.
