Duties

Help

Serves the primary purposes of assisting in planning, aligning, designing, developing, testing, implementing and evaluating Advanced Distributed Learning (ADL) performance solutions, including Self Paced eLearning (SPeL) and Electronic Performance Support Solutions (EPSS).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Works with vendors, contractors, Information Resource Management (IRM), Operation Systems Center (OSC) Martinsburg, Telecommunication & Information Systems
    Command (TISCOM) and other Coast Guard units to identify opportunities and process improvements to ADL development
  • Identifies and advises FC-Tepsstaff about emerging instruction and performance support technologies appropriate for ADL design and development
  • Performing life cycle management functions, including installation and eventual removal and restoration of equipment.
  • Recommending methods and procedures and coordinating test actions to analyze and optimize utilization.
  • Providing training, consultation, and technical support services to customers on subjects such as system usage and capabilities, system generation alternatives, configuration alternatives, standards and procedures, configuration management, performance management, capacity planning, and telecommunications network control and management.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

SPECIALIZED EXPERIENCE:

GS-11 Applicants must possess at least one year of specialized experience equivalent to the GS-09 in the Federal Service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the IT line of work. Examples of specialized experience include:

  1. Working with junior specialists to understand/develop IT systems components (i.e., procedures, databases, policies, software, and hardware);
  2. Assisting with resource management estimates necessary for project execution, and;
  3. Providing technical support to customers on system usage and capabilities.

OR

Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-09 - Applicants must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Examples of specialized experience include:

  1. Working with junior specialists to understand/develop IT systems components (i.e., procedures, databases, policies, software, and hardware);
  2. Working under close supervision to assist with resource management estimates necessary for project execution, and;
  3. Providing standardized technical support to customers on system usage and capabilities.

OR

Completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in the following: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
