This position of Assistant Inspector General for Audit is required by the Inspector General (IG) to provide (1) Department level policy; (2) overall leadership; and (3) general supervision, direction, and coordination of all audit and inspection activities relating to Department programs and operations which are worldwide in scope, and which are essential to and for the effective management of the Department of Agriculture.
Summary
This position of Assistant Inspector General for Audit is required by the Inspector General (IG) to provide (1) Department level policy; (2) overall leadership; and (3) general supervision, direction, and coordination of all audit and inspection activities relating to Department programs and operations which are worldwide in scope, and which are essential to and for the effective management of the Department of Agriculture.
Directs the Office of Audit which performs highly complex professional audits, inspections, and reviews that are critical to OIG's accomplishment of its mission to detect fraud, waste and abuse in USDA programs.
Coordinates audit and inspection engagements of USDA programs and activities with other Offices within OIG.
Responsible for supervising the performance of auditing and inspection activities with a geographically dispersed staff.
Serves as a member of the Inspector Generals (IG) decision and policy-making staff, sharing responsibility for the accomplishment of the OIG mission and serving as a consultant and adviser to the AIG/A, the IG, and their Deputy.
Makes workload determinations, prepares justifications, and recommends priorities for long-range planning, to include OIG's annual budget and annual plan to ensure an appropriate level of oversight of critical USDA programs.
Provides overall executive direction and coordination to Audit Directors in conducting Department-wide performance, financial and information technology audit and inspection activities.
Identifies the Office of Audit's budget and financial requirements, and provides oversight of budgetary expenditures.
Issues reports or other products identifying audit and inspection findings and provides recommendations to USDA to improve its operational effectiveness.
Prepares summaries of the Office of Audit's work to be used in preparation of the Inspector General's Semiannual Report to Congress (SARC) and the Secretary.

BASIC REQUIREMENTS FOR THE 0511 SERIES:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
In addition to the above Basic Requirements, you must meet the minimum qualification requirements for this position. You must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications, and other qualifications, if applicable, listed below.
EXECUTIVE CORE QUALIFICATIONS: Applicants will be evaluated on the five Executive Core Qualifications (ECQ) listed below which are broadly applicable to SES positions throughout the Federal Government. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit a narrative statement specifically addressing each of the following Technical Qualifications. Narratives should be limited to no more than two pages per factor. Applicants will be evaluated against each of these factors.
Expert knowledge of and demonstrated experience conducting performance auditing, attestation, and financial statement auditing principles, techniques, and practices needed to interpret and apply Generally Accepted Government Auditing Standards (GAGAS) to promote economy and efficiency and detect and deter waste, fraud, abuse, and mismanagement in agency programs and operations.
Demonstrated experience leading the development and execution of an annual work plan. Experience must include: (1) taking a data-driven, risk-based approach to identifying program areas or issues where audit coverage is needed; (2) developing appropriate objectives, scope, and methodology; and (3) incorporating innovative procedures, where appropriate.
Demonstrated experience leading a team of audit professionals charged with executing complex audit engagements. Experience must include: (1) supervising a staff of subordinates and/or managing contractors performing audit engagements; (2) managing audit execution and reporting to ensure the timely completion of impactful, high-quality reports that drive positive change.
Ability to communicate and coordinate program activities with major stakeholders such as Congress, the Secretary of Agriculture, the Deputy Secretary, Under Secretaries, Administrators for various USDA agencies; other Inspector General Offices; and other Federal departments such as the Government Accountability Office or the Office of Management and Budget.

This position has an education requirement.
