Help

You will serve as the Assistant Branch Chief of the Performance Systems Branch (PSB) and responsible for managing a staff comprised of civilian, military and contractor personnel.  As such, you will provide oversight and manage day-to-day business of three Training Division Programs:  Curriculum Development and Review, Training Evaluations, and Professional Development of Staff . .

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

- Supervising a group of employees and providing administrative and technical supervision necessary for accomplishing the work of the branch.

- Performing the administrative and human resource management functions relative to the staff supervised.

- Establishing guidelines and policy for evaluation and quality assessment of new or modified instructional programs.

- Measuring and analyzing the effectiveness and efficiency of experimental or complex instructional programs.

- Using a system approach, managing the development or revision of experimental and innovative instructional materials for Training Division's schools and staff.

- Planning and developing experimental programs, resulting in new or modified instructional methods and programs.

Qualifications

To qualify, applicant must meet the BASIC REQUIREMENTS of the position:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

 
In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below.

AT THE GS-13: Applicants must have at least year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes:  Experience applying and developing criteria or requirements for testing and evaluating new approaches and concepts for education or training programs; Overseeing the development of standardized design/development efforts; Measuring and analyzes the effectiveness and efficiency of experimental or extremely complex instructional programs; Developing strategies to accomplish training objectives with a cost saving approach; Providing advice and recommendations regarding the processes used to analyze, design, develop, implement and evaluate both traditional and non-traditional performance improvement interventions such as resident training, simulations and simulators, job aids, electronic performance support systems, websites and e-learning.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position. Receipt of the bonus will require a 12 month service agreement. The employee must establish a residence in the new geographic area prior to payment.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period;
