Summary
This position is located in the Federal Deposit Insurance Corporation (FDIC), Office of Inspector General (OIG), Office of Management. OM conducts and coordinates numerous business functions, including human resources, budget, contracting, reviews of proposed policies, strategic planning and performance measurement, risk management and internal controls, information technology, engagement and learning activities as well as diversity, equity inclusion and accessibility strategies.
Applicants with status (i.e., current permanent Federal employees in the competitive service and former Federal employees with reinstatement eligibility); those eligible for appointment under special hiring authorities; and veterans eligible for a VEOA appointment. Develops a vision, goals, objectives, plans, and priorities for the OM, and identifies and implements methods and processes for achieving these goals. Establishes, implements and provides OIG-wide coordination, leadership, direction, and management of OIG risk management and internal controls, strategic planning and accountability reporting.
Maintains and coordinates an office-wide quality assurance program, consistent with the Quality Standards for Offices of Inspectors General (Silver Book) established by the Council of Inspectors General for Integrity and Efficiency (CIGJE), as well as other applicable statutory or regulatory requirements and best practices. This program includes ongoing risk assessment and devising, implementing; evaluating and testing internal controls.
Oversees the development and dissemination of OIG-wide policies and procedures in coordination with the FDIC OIG’s General Counsel. Directs the OIG's reviews of proposed FDIC policies and directives for the purpose of making OIG recommendations to ensure the FDIC's programs are effective and efficient and to preclude fraud, waste, and abuse of the programs..
Provides oversight to staff to facilitate compliance with applicable laws, regulations, policies, procedures, and standards.
Serves as an advisor to the Inspector General and the staff of the OIG on: policy matters related to office administration and the work of the office to include by providing information and training for the staff on policy issues and current affairs; and providing research to support the work of the various offices.
Oversees the formulation of OIG reports, policies, and procedures on all matters related to OIG appropriated and corporate budgets.
Provides executive leadership and oversight for the operations of an independent, full service human resources/personnel (including payroll) function within the OIG.
Leads staff in the coordination and oversight of OIG contracting and resolves any disputes pertaining to OIG contracts with private companies in accordance with Corporation policies, in recognition of the OIG's unique and independent status under Section 6(a)(9) of the IG Act.
Provides executive leadership of overall direction for nationwide information technology services for OIG personnel in support of OIG audits, evaluations, investigations, and legal and office support activities. This responsibility also entails cross component coordination to support OIG’s data analytics efforts and performance reporting.
Provides executive leadership for professional staff responsible for all OIG engagement and learning initiatives as well as oversight and leadership for all diversity, equity inclusion and accessibility strategies.
Administers the FDIC’s Performance Management and Recognition Program (PMR) for OIG supervisors and staff, and ensures a consistent interpretation and application of job and behavioral standards.
Completion of Financial Disclosure may be required.
Single Scope Background Investigation (SSBI) required.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 15 grade level or above in the Federal service. Specialized experience is defined as experience in the Federal Service providing leadership, direction, or management in at least four of the following areas: 1) budget; 2) human resources; 3) contracts/procurements; 4) information technology; 5) records management; 6) facilities management.
