Duties

Help

As a Program Evaluator, you will perform the following duties:

  • Prepare reports and presentations of evaluation results tailored to a variety of audiences with varying levels of statistical expertise. Report on evaluation findings and recommendations to internal and external stakeholders.
  • Identify research questions and define outcomes for priority evaluations. Develop study designs detailing background, research questions, methods, and analysis plans. Develop theories of change and select appropriate evaluation methods. Create quantitative and qualitative data collection instruments.
  • Manage and support an evaluation from end to end which may include, but is not limited to: managing people, budget, contractors, IT systems, etc.
  • Conduct quantitative and/or qualitative analyses using appropriate economic and statistical methods/techniques. Analyze administrative data to construct usable information.
  • Support integration of evidence into organizational strategy, performance, and budget planning to support policymaking. Develop a dissemination and utilization plan prior to initiating an evaluation. Provide technical consultation on evaluation and data analysis topics.

The GS-13 salary range starts at $94,373.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

BASIC REQUIREMENT for Program Evaluator positions (you must meet A, B, or C):

A. Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position; OR

B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR

C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

AND

In addition to the Basic Requirement listed above, you must meet one of the following to qualify for the GS-13 level:

EXPERIENCE: Your resume must show one year of full-time experience demonstrating accomplishment of the competencies described below:
  • Communicating Evaluation Findings - Summarize, write, and present research and evaluation findings to varied audiences (including internal and external, technical and non-technical, etc) through materials including reports, presentations, journal articles, etc.
  • Evaluation Design - Identify research questions and define outcomes for priority evaluations in collaboration with agency implementers. Develop study designs detailing background, research questions, methods, and analysis plans. Develop theories of change and select appropriate evaluation methods to address evidence gaps. Create quantitative and qualitative data collection instruments.
  • Project Management - Use knowledge, methods, and tools for planning, scheduling, coordinating, managing, providing oversight, and quality control for evaluation projects and contracts, including people, processes, resources and time.
  • Data Analysis - Compile and analyze quantitative and qualitative data to identify patterns, outliers, and relationships, and to generate evaluation findings.
  • Evaluation Information Management for Use - Advise and consult with technical and nontechnical stakeholders on evaluations and evaluation activities (e.g. logic models, methodology, Evidence Act deliverables.) Translate, disseminate, and support use of actionable evaluation findings.

Relocation-related expenses are not approved and will be your responsibility.

Travel expenses associated with interviews may be approved. Determinations will be made on a case-by-case basis.

Resume Review

Written Prompt

Qualifying Phone Interviews
If the SMEs determine that your resume reflects the required competencies, and you meet the basic qualification requirements, you will have at least one phone interview to further assess whether your experience meets the required competencies for this position. You may meet with more than one SME for a determination to be made.

Ranking and Preference
Veterans preference will be applied to applicants who move forward after the qualifying phone interviews.

Selection Process
Participating agencies will receive certificates with qualified and referred applicants and will begin making offers directly to applicants. Applicants may receive multiple offers.

Future Consideration
If you are not selected for this position, you may be considered for similar positions at agencies for up to 240 days after the original certificate is issued.

Your final score will be based on your Phone Interview. Your results will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
Within each category, veterans will receive selection priority over non-veterans.

If you are eligible under Interagency Career Transition Assistance Plan or GSA's Career Transition Assistance Plan (ICTAP/CTAP), you must receive a score of 85 or higher to receive priority.
