Given the increasing number of delivery points each year, larger package volumes in the mail stream, and a growing number of customer complaints, we are seeing significant risks in the areas of delivery, retail, and plant performance. Field Operations is designed to ensure our ability to quickly evaluate delivery and retail operations and provide meaningful results to Postal Service management and our stakeholders. Relying heavily on data analytics, and working in concert with the Office of Investigations and the Chief Data Office, the team will target high risk delivery and processing facilities based on a series of operational risk factors and trip wires. Completed in a short time period -- typically 55 days -- these audits will provide valuable results and actionable recommendations to the Postal Service.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $95,973.00 - $124,764.00. Additional Locality Not Included in Posted Range. Review OPM's site for Locality Tables.

The candidate will provide a full range of supervision to staff and manage other related projects as assigned. The candidate will be highly motivated and demonstrate experience in planning, conducting, and executing performance audits, to include in-depth analysis of delivery, retail, property maintenance, processing, and transportation operations and programs. The role also requires active participation in other complex tasks and assignments required to support the Directorate and Office of Audit Mission.

Duties include, but are not limited, to:
  • Supervises and manages audit project design, audit approach (objective, scope, and methodology are aligned) and data analysis methodologies and scope design for assigned audit projects to produce value-added audit results.
  • Supervises complex audits, evaluations, reviews, surveys, or other analytical processes to identify an appropriate scope and methodology when there is an uncertain approach. Provide oversight on audit techniques.
  • Supervises audit fieldwork data gathering and accumulation of audit evidence that is relevant and sufficient to support conclusions, findings, and recommendations in audit reports that meet OIG and professional standards for auditing.
  • Ensures audit projects meet professional standards in planning and execution and in the accumulation of evidentiary data. Also ensures approved audit objectives are met and that adequate practical coverage is achieved.
  • Schedules projects and staff assignments to meet established project milestones and report issuance milestones to maintain budgeted hours and resources to comply with the organization's needs.
  • Supervises drafting of all written audit phase documents, audit reports, and correspondence that require only minimal supervisory review from the Director.
  • Conducts oral briefings to communicate audit project approaches and methodologies, audit findings, data analysis results and report findings as required for internal OIG and Postal Service briefings.
  • Supervises and manages auditors and evaluators responsible for performing delivery, retail, property maintenance, and processing and transportation operations, and other evaluations, assessments, and/or reviews as assigned.
  • Coaches, mentors, and develops staff with established job expectations and job performance through monitoring, evaluating and appraising work performed and results obtained on audit projects. Addresses employee performance issues and provides actionable feedback and career development opportunities.
  • Assists with the preparation and management of program budgets, use cost-benefit analysis to set priorities and track expenses in support of the organization's mission.
  • Establishes and maintains productive working relationships and consistent professional communications with OIG Management, OIG Components, and Postal Service management and staff.
  • Provides oversight and coordination of contractors as required to accomplish Office of Audit mission and project objectives while adhering to established regulations, guidance, and policy, and meeting acceptable standards for timeliness, accuracy, quality, and completeness.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • 4 years of experience in leading complex, multi-location (organization-wide) audits, evaluations, assessments, and/or reviews at an Office of Inspector General or similar audit organization. (Your resume must reflect where, when, and how you gained this experience.)
AND
  • Degree in auditing or in a related field such as business administration, finance, public administration, or accounting (must submit transcripts from an accredited college or university).
OR
  • A combination of education and experience - at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

DESIRABLE QUALIFICATIONS
  • Experience leading performance audits and reviews of complex delivery, retail, property maintenance, processing, and transportation operations using detailed, analytical, and innovative approaches.
  • Experience extracting and analyzing relevant and pertinent delivery, retail, property maintenance, processing, and transportation operations data and performance metrics for a multitude of Postal Service data systems and OIG dashboards.
  • Experience managing a team of professional employees including monitoring and addressing performance issues, and providing actionable feedback.
  • Experience in effectively managing, scheduling, and staffing projects and managing travel and training budgets.
  • CPA, CIA, CISA, CFE, or related professional certification(s).
  • Advanced degree in accounting, finance, economics, business, law, public administration, public policy, or related field.
  • Intellectual curiosity and experience in imagining strategic solutions to complex problems.
  • Detail oriented and ability to meet tight deadlines.
  • In-depth knowledge of Generally Accepted Government Auditing Standards.
  • Postal Service experience.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.   • Knowledge of auditing theory, concepts, and standards and knowledge of advanced audit techniques for designing, planning, directing, and executing delivery, retail, property maintenance, processing, and transportation operations performance audits, evaluations, assessments, and/or reviews.
  • Ability to apply effective project management and to provide the full range of technical and administrative supervision to professional audit staff.
  • Ability to maintain effective liaison relationships with auditees, audit organizations, and other interested parties on significant audit matters and to resolve issues or problems.
  • Ability to develop and review written audit reports and correspondence that are clear, concise, and convincing.
  • Ability to effectively communicate and present project results to senior officials.
