Help

As a Physical Scientist (Program Coordinator) within the Coastal and Marine Hazards & Resources Program (CMHRP), some of your specific duties will include:

  • Provides authoritative guidance on the state of coastal and marine science, advises on bureau, mission area, and program strategies to effectively develop and deliver science in response to current and emerging demands. Provides advice and guidance to the Director and senior science leadership across the USGS (Associate and Regional Directors) on opportunities and requirements for cross organizational and cross-bureau program and project development and execution addressing science and societal issues reliant on coastal and marine science and technical capacities.
  • Provides overall scientific, technical, and operational leadership to the CMHRP and maintains principal responsibility for the regular decision-making for the program with respect to establishment of requirements, short- and long term priorities, and allocation of appropriated resources to support a balanced portfolio of projects addressing the breadth of program responsibilities and evolving stakeholder needs.
  • The Program Coordinator sets the overall scientific vision and strategic direction for CMHRP and ensures that annual and multi-year projects supported by the program advance that strategy on multiple fronts including marine geohazards, marine resources (minerals, gas hydrates), coastal change hazards and resilience, ecosystem health, and increasingly effective development and delivery of observations, information products, assessments and forecasts that inform and enable stakeholders policies and practices.
  • Program Coordinator identifies program needs, prepares new funding initiatives, and prepares annual budget data, information, and other budget justification documents in collaboration with the Office of Budget, Planning, and Integration that lead to development of the President's budget submittal to Congress.
  • As the Bureau's senior scientific expert on coastal and marine science, the incumbent represents the USGS and DOI via contribution to assessments of the state of marine and coastal science and development of high-level science strategies through participation on external committees and work groups with stakeholders including but not limited to other federal and state agencies, tribes, academia, nongovernmental organizations, and private industry.
Physical Demand: Work is generally sedentary although inspection of field operational activities may require navigation of rough terrain or deployment in small vessels.

Work Environment: Work is performed in an office setting by may require significant travel throughout the country to visit field centers where Program implementation occurs and to attend internal and external stakeholder meetings. Attendance at international meetings and to visit international partners may also be necessary.

St. Petersburg FL: Salary: $131,178 (Step 01) to $170,532 (Step 10);
Santa Cruz CA: Salary: $161,139 (Step 01) to $176,300(Step 10);
Woods Hole MA: Salary: $146,859 (Step 01) to $176,300 (Step 10);
NOTE: First time hires to the Federal Government are typically hired at the Step 01.

  • Supervisory Probationary Period - This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed.

Applicants for this position must meet the following requirements: (1) possess a valid State license, and (2) possess a safe driving record.   • Pre-Employment Medical - Taking and passing a pre-employment medical examination at Federal expense is required due to the physical demands of this job
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.

Qualifications

FOR 1301 BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels.

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

**OR

B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. GS-15: In addition to the basic education requirement as stated above, applicants must meet the following to qualify:

One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-14 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position.

Examples of such experience would include leadership of activities that require coordinated planning and execution across a complex organizational structure of a sustained multi-investigator, multi-project program of marine and/or coastal research, product development, and delivery. Resulting programmatic efforts targeted highly unstructured problems through assessment and selection of technologies, often adapted to new applications; and involved complex human relations requiring effective written and verbal communication of complex technical principles to non-technical but influential internal and external audiences to demonstrate program relevance. The results of these efforts had significant effects in developing and delivering science products with potential to inform policy and management decisions over a wide region of the United States and provided strategic direction for management and guidance to senior technical experts responsible for implementation. Experience would also include familiarity with budget formulation for a complex multi-objective activity, development of budget justification, and planning and implementing where budgetary outlooks are uncertain.
