Duties

Help

The Grants Program Manager:

  • Serves as Program Director for the SMART Grants Program and provides strategic program direction while ensuring that supported projects are consistent with statutory requirements.
  • Leads Department-wide coordination to administer the grant program and share updates and results of awards to help grantees share lessons learned, collaborate, and position promising projects to scale. This involves planning and facilitating regular meetings of grantees, overseeing the tracking of project results, and conducting outreach with Federal, state, local, and tribal governments and industry.
  • Establishes partnerships with USDOT Operating Administrations as well as federal, State, local, and tribal governments, academia, and other non-government organizations.
  • Serves as the supervisor responsible for assigning segments of work to other office staff, coordinating the efforts of the group, and ensuring that deliverables are carried through to completion (e.g., Notice of Funding opportunities, program awards, program reports, recommended courses of action, etc.).
  • Provides the Department, the Executive Branch, and the Congress, as well as State, local, and tribal governments with expertise and visionary leadership on technical issues from the SMART Grants Program and other related USDOT funding opportunities and initiatives.

The ideal candidate for this position is a seasoned professional with experience and knowledge in both public sector program management and technical knowledge and awareness of leading technology areas central to the adoption of smart city or community technologies aimed at improving transportation efficiency and safety.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience planning, establishing, and managing organizations, programs, and/or initiatives focused on transportation and public sector innovation in a high-visibility governmental, industry, academic, or nonprofit setting, impacting different types of communities, including those that are underserved and/or overburdened.
  • Experience Analyzing technical and programmatic aspects of transportation technology applications or policies and leading program delivery or preparing briefing papers, agency directives, and regulations on such subjects.
  • Experience developing and implementing strategic initiatives and management resources, including staffing plans, workforce development strategies, strategic engagement with partners, and Standard Operating Procedures (SOPs).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Program Management - Knowledge of the principles, methods, and tools for the coordinated management of a grant program to include providing oversight of multiple program functions, coordinating with internal and external stakeholders, and integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
  2. Written and Oral Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  3. Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
