Duties

Help

  • Interpreting and applying the Inspector General Act and other laws and regulations; analyzing existing and proposed legislative and regulatory matters related to the CPSC and the OIG, and assisting in developing comments and coordinating the OIG's position on such matters.
  • Planning and carrying out necessary legal research of laws, regulations, policies, and procedures relating to audit, investigative, and administrative matters. Providing oral and written legal interpretation of these matters to the IG and the OIG.
  • Reviewing OIG policies, procedures, and external written communications for legal sufficiency.
  • Assisting with the OIG's litigation activities, Freedom of Information Act function, and Congressional relations.
  • Performing special studies and research on legal and policy matters; drafting written opinions; preparing responses to inquiries received from agency officials and employees, Congress, other agencies and the public. Preparing or evaluating proposed Congressional and other testimony to be given by the Inspector General on OIG matters.
  • Reviewing and evaluating complaints and other information received from CPSC staff and others on allegations of waste, fraud, abuse or mismanagement of agency resources. Planning, directing, and conducting investigations of these complex, sensitive and critical matters.
  • In conducting investigations: interviewing subjects and witnesses, obtaining sworn statements and other documentary evidence; and executing subpoenas, when necessary. Preparing comprehensive reports of investigation which may be published.
  • Assisting in the preparation of OIG reports to the Head of Agency and Congress. Drafting and maintaining internal policy and guidelines on conducting investigations. Drafting brochures and other material for agency employees and conducting training for OIG personnel on legal matters.

Qualifications

To qualify for this position you must meet the following requirement:

Be an active member in good standing of the Bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or District of Columbia, and a graduate of a law school accredited by the American Bar Association.

NOTE: You must submit proof with your application showing you are an active member of the Bar and in good standing.

In addition to the above requirement you must satisfy the minimum education and experience standards for this position as defined below:

You qualify for the GS-14 grade level if you possess the following:


A first professional law degree (LL.B. or JD); or a second professional law degree (LL.M.).

AND

Four years of experience as a practicing attorney and at least one year of specialized professional legal experience providing legal counsel and guidance on organizational activities; researching, examining and/or evaluating complex sensitive matters involving criminal or administrative investigations or litigation; Privacy Act; ethics; government contracts; labor & employment law; and/or fiscal law; and preparing legal documents.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education

  • Transcripts from a law school accredited by the American Bar Association.
  • Proof of an active Bar membership in good standing required.
