This Digital Investigator position is located in the Office of Investigations / Digital Investigative Branch.

Duties include at the full performance level GS-13 but not limited to:

  • Conducting and/or coordinating difficult, complex, technical, and sensitive investigations of interregional, national, and international dimensions, particularly as they relate to criminal activities that involve complex technical systems, electronic devices, computers equipment, cloud storage, mobile devices, Electronically Stored Information (ESI), Internet communications technologies, and Electronic Heath Records (EHRs).
  • Testifying before grand juries, judicial proceedings, or administrative hearings in connection with criminal investigative activities. This includes producing comprehensive reports and illustrative materials for Federal, State, or local judicial proceedings at a level sufficient to explain complex electronic evidence interpretation and conclusions.
  • Conducting digital investigative activities that are consistent with those standards established by OI/DIB and the Department of Justice, as well as reflective of current trends and techniques within the law enforcement and professional communities.
  • Coordinating and integration of investigative findings, which may involve input from witnesses, cooperators, and investigators within HHS or other law enforcement agencies, to ensure clarity, accuracy, conciseness and presentation of sufficient detail.
  • Analyzing complaints and allegations, to identify vulnerabilities, patterns, or trends of potential criminal activity. Recommends appropriate action be taken for digital investigate activities and assists the department in the defense of HHS programs.

GS-12 Specialized Experience:

For the GS-12 applicants must have 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate: Experience providing (1) Conducting the collection and examination of electronically storage information (ESI); and (2) conducting digital investigations as a team member; and (3) Provide training to junior investigators.

GS-13 Specialized Experience:

For the GS-13 applicants must have 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate: Experience providing (1) leading and coordinating teams on digital investigations; and (2) advising staff, and act as training investigator on digital investigation projects.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentive: Payment for relocation incentives will not be authorized for this position.

Security and Background Requirements: A Top Secret clearance may be required to be obtained and maintained and a credit check is required. If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Applicants are also advised that all information concerning qualifications is subject to investigation. Testing Designated Position: This is a Testing Designated Position. Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment. The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
