This is a career Federal position in the Senior Executive Service. The CFO supervises daily operations of the Office of Financial Resources Mgmt/Office of Acquisitions/Office of Mgmt Analysis and Reporting/Dept. of Clinical Research Informatics Mgmt, approx. 187 FTEs/120 contractors. Duties

Help
  • Serves as a member of the CC's senior executive team and principal advisor to the Chief Executive Officer, Chief Operating Officer, and other senior staff in the financial management/planning/ formulation/execution/evaluation of the CC's programs.
  • Serves as senior financial rep, presenting financial info to the CC Governing Board (CCGB), compiling narrative/statistical material concerning CC budget/major program areas in preparation for briefings to NIH/HHS/OMB. Five major duty areas include:
  • 1) Hospital and Federal Financial Mgmt:
  • Plans/directs/coordinates financial mgmt activities; Reviews hospital practices and assures high standards in end of year purchasing practices, hospital supply purchasing and distribution, financial mgmt and inventory control, and related practices;
  • Directs/coordinates financial mgmt reporting to measure operational pattern against budget plan; includes reports to facilitate financial controls at the CC and subordinate operating levels, and special reports as requested by Congress/OMB/HHS/NIH.
  • 2) Clinical and Operational Cost Management Aligned to Healthcare Industry-Standard Data:
  • Manages the Executive Information System (EIS) which merges data/finances used to report clinical/operational activities and costs; Utilizes EIS dashboards to support benchmarking/productivity analysis and oversee allotment/utilization of resources;
  • Utilizes EIS dashboards to monitor patient activity across all hospital locations/advise CEO, leadership, and CCGB on trends and associated impacts to clinical programs/operations.
  • 3) Leadership of Hospital Strategic Initiatives:
  • Provides long-range financial operating plans (including developing/monitoring a five-year capital equipment plan and annual development of Capital Investment Fund requests);
  • Analyzes NIH and external environment/forecasts trends/anticipates healthcare market organizational and reimbursement changes/proposes financial strategies, tailoring external healthcare management methods to meet clinical research needs;
  • Leader in IC meetings where policy/program direction/program or organization changes/new or expanded program activities are considered; Controls personnel ceilings/advises program areas and CEO on restrictions/employment rates/accessions/turnover.
  • 4) Acquisition Mgmt Supporting Clinical and Administrative Functions:
  • Provides acquisition services for CC research/patient care activities per the Federal Acquisition Regulation (FAR) and respond/report to the Head of Contracting Activity, NIH on performance/improvement goals;
  • Ensures delivery of the highest quality of service to customers within and outside of the CC; Develops acquisition strategies to identify opportunities to create successful cost savings.
  • 5) Clinical Research Informatics Management:
  • Leads IT program via the Dept. of Clinical Research Informatics supporting 100+ systems/applications/maintains a 700+ server Data Center; Develops IT/systems requirements/plans to support strategic/operational priorities and ensures timely execution;
  • Provides innovative/secure/customer focused IT systems/clinical informatics services/solutions that promote interoperability/inter-system sharing of Electronic Health Records (EHRs)/empower research pioneers/deliver safe and quality patient care;
  • Steers EHR mgmt/partners w/stakeholders who bring patients to the CC w/shared focus on EHR use/improvement; Oversees Health Information Mgmt in the acquisition/analyses/protection of digital/traditional medical info vital to providing patient care;
  • Ensures compliance with HIPAA regulations, to include data encryption/disclosure policies/breach notification plans. Serves as custodian of this information, guarding it from unauthorized personnel and security breaches.

BASIC QUALIFICATIONS:
The CC, NIH seeks candidates who have a commitment to excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, applicants must meet the requirements for the GS-0505 series (GS-14/15 or equivalent) as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-0505 Website and demonstrate in your five (5) page resume that you possess the Professional Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position and must be addressed individually in narrative form in your submission.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):
Your responses to the below PTQs must be incorporated into your five (5) page resume. It is recommended that the corresponding PTQs are annotated in parenthesis. Separate PTQ narratives will not be accepted or considered.

  1. Demonstrated knowledge and experience of broad public policy in the fields of health and financial management, and be able to relate developments within the biomedical research community to policy issues, strategic planning, federal acquisition regulations and procurement activities, IT systems (financial, clinical and administrative), and performance budget.
  2. Demonstrated experience and executive leadership in planning, directing, and coordinating the formulation, presentation, execution, and control of regular and supplemental budgets within a large component of a biomedical research organization. This would include broad knowledge of Federal funding regulations and legislation including gift funds and multiple source funding (appropriated and non-appropriated).
  3. Proven ability in preparing, justifying, and managing multi-million dollar budgets, maintaining efficient and cost effective business processes, and ensuring the integrity of organization-wide financial operations and systems. This includes long term operational planning of goals, objectives, and operational needs, and management of operations and staff, including financial operations and/or related financial systems.
  4. Demonstrated comprehensive experience communicating effectively, both orally and in writing, on complex budget and fiscal policy and technical issues and to clearly represent the position of diverse groups involved in the budget process.
  5. Senior-level experience which demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.
