MSPB is an independent, quasi-judicial agency that serves as the guardian of the Federal merit systems. For The GS-09 Level: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience performing the following duties: Reviewing complex forms and legal documents for completeness; Applying the principles, concepts and methods of legal research and analysis to research information using electronic resources; Utilizing automated software to perform work assignments; Inputting information into a database and/or analyzing information within a database.
OR
You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-09 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
For the GS-11 Level: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Experience providing support on matters related to privacy policy, compliance, incidents, inquiries and investigations; and assisting with the investigation of systemic privacy issues, determining corrective action, and executing appropriate reporting procedures.

You may have three years of progressively higher level graduate education leading to a Ph.D. degree or advanced graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. This education must have been successfully completed and obtained from an accredited school, college, or university.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
