As a Senior NIST Advisor, you will:

  • Serve as a subject matter expert on NIST operations, to include laboratory research in communication technology, engineering, information technology, material measurement, and physical measurement laboratories; testing of theories, tools, and technologies at NIST research test beds, and development of standards.
  • Evaluate and provide expert opinion on independent reviews of NIST Laboratory operations and major programs, including reviews performed by the National Academies of Science, Visiting Committee on Advanced Technology, and Manufacturing Extension Program Advisory Boards.
  • Provide advisories to auditors performing audits in conformance with Government Auditing Standards (Yellow Book).
  • Provide operational direction to OIG on NIST laboratory activities and major programs within the Department providing expert opinion on laboratory operations, industry assistance programs, special projects, testing, reviews, development of standards, and technical reports.
  • Lead teams in providing technical support for all things such as responding to OIG Hotline complaints, Congressional inquiries, and other external stakeholder requests related to NIST laboratories and major programs.

Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical competencies. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

A. Technical Qualifications: All applicants must include a narrative statement showing how their knowledge and experience relates to the following technical qualifications. The narrative statement should not exceed two pages for each qualification.

TQ 1: Describe your skills and knowledge of advanced research, laboratory services, measurement/standard setting methodologies, communication technology, engineering, and information technology, and other related functional areas.

TQ2: Describe your ability to meet and reach consensus on complex issues with individuals, groups, and high-level officials within and outside the agency, and the ability to appropriately support the position of the organization when disagreements occur.

TQ3 - Describe your experience in providing guidance and technical direction on highly complex subjects, such as emerging technologies, technology advancement, advanced research, nanotechnology to non-technical stakeholders in a clear and convincing manner.

TQ4: Describe your ability to plan, manage, and conduct reviews of highly technical operations and/or major programs and to work in multi-disciplinary teams.

TQ5: Describe your ability to perform detailed analysis and write cohesive, understandable reports that accurately and convincingly convey the problems and provide recommendations and solutions.

In addressing these mandatory qualifications elaborate on your accomplishments, experience, training, education, and awards, highlighting the problems solved and work objectives met, i.e., the results of your eff ort and evidence of your success.
