Summary

Serves as Director of the Public Health Intelligence Office (PHIO). Provides global public health national security support, direction, and policy recommendations to CDC leadership and staff. It plays a crucial role in establishing and implementing national security and Controlled Unclassified Information (CUI) protocols. PHIO also oversees CDC's Insider Threat Program.

Duties

Help

As a Supervisory Intelligence Research Specialist, you will:

  • Serves as recognized expert on matters involving the nexus of intelligence and national security in the area of scientific intelligence, global security, counterintelligence, insider threat, and SCI security. As a senior intelligence expert with agency responsibility, the incumbent serves as advisor for the planning, design, implementation, and analysis of public health intelligence projects.
  • Manages separate and distinct national security operations which are comprised of highly trained and experienced intelligence analysts, security specialists, and telecommunication specialists.
  • Oversees and directs the scientific intelligence program, to include identifying, clarifying, and promulgating both short- and long-term intelligence strategies and operational requirements to support development of Priority Information Requirements (PIRs), which includes direct support to senior leaders.
  • Oversees and directs the global security program, which includes establishing objectives and standards to increase efficiencies in preparing and conducting briefings for travelers, analyzing intelligence to understand global threats which may impact travelers or facilities, and conducting global site assessments of agency facilities worldwide.
  • Oversees and directs the counterintelligence/insider threat program, to include establishing objectives and standards to assesses vulnerabilities and provide mitigation measures for foreign nationals accessing the agency or current staff on board who may pose harm to the agency or the U.S. Government.
  • Oversees and directs the SCI security program, to include establishing objectives and standards which ensure compliance with legal and regulatory requirements to protect national security information and material.
  • Represents HHS interests as a member of the National Intelligence Priority Framework.
  • Serves as the agency's program manager and senior liaison with the ODNI and the broader agencies of the United States (US) Government Intelligence Community (IC) on matters related to national and homeland security or potential global public health or threat situations which could impact the United States.
  • Works with senior technical advisors to collaboratively and cooperatively develop, implement, oversee, and enhance security awareness programs and activities, including the development and improvement of sustainable processes and methods to introduce and educate employees, contractors, and other stakeholders about protective workplace security requirements.
  • Supervise the develops and establishes policy and procedures regarding scientific intelligence, counterintelligence, insider threat, global security guidelines and protocols. Makes analytical and technical decisions concerning national security program policy and operational decisions by leadership.
  • Directs in the developing and implementing effective and sustainable strategic information and intelligence policies consistent with mission requirements.
  • Over sees the development and implementation of national security policies, programs, and procedures.
  • Assists in the oversight of the SCI security program, interpreting and implementing existing, proposed, and updated information issued by the ODNI, the Director of Central Intelligence, the Department of Homeland Security, and other national level authorities that govern SCI facilities, operations, information, and material.
  • Establishes and maintains a system for reviewing the implementation of IC and ODNI policies and procedures for SCI, providing assessments and recommendations concerning measures that should be taken to improve efficiency and cost-effectiveness of OP/STAFFDIV implementations to include development and utilization of innovative approaches and resources.
  • Interprets and implements existing, proposed and updated information issued by the National Archives and Records Administration (NARA) and HHS that govern Controlled Unclassified Information (CUI).
  • Provides expert assistance and guidance in developing policies and implementing procedures for classification management, information sharing programs, and other related areas of security including physical security countermeasures, information security, and industrial security.
  • Develops, implements, and maintains intelligence policies, standards, and procedures for all SCI and collateral intelligence programs, including counterintelligence, insider threat, global security, scientific intelligence, strategic information, personnel and physical security activities to determine their applicability to current security conditions and requirements, ensuring that the development and implementation of said intelligence security requirements are in accordance with ODNI directives.

Minimum Qualifications:

Applicants must have at least one year of specialized experience at or equivalent to the GS-14 in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience with Presidential Directives (PDs) and Office of the Director of National Intelligence (ODNI) directives and policies; applying analytic skills to identify, assess, and report on highly complex issues that could impact public health, national security and/or degrade the effectiveness of the agency's mission;, promoting access, sharing, and protecting intelligence information to improve the agency's mission performance through policy development;, procedures promulgation and administrative oversight, to establish how risks, threats and vulnerabilities are managed; protecting employees located worldwide (global security).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
