Summary

The Office of Inspector General (OIG), works within the U. S. Department of Transportation (DOT) to prevent or stop waste, fraud and abuse in departmental programs.  The OIG also consults with the Congress about programs in progress and proposed new laws and regulations.  The OIG carries out its mission by issuing audit reports, evaluations, and management advisories with findings and recommendations to improve program delivery and performance.

Duties

Help

As a Supervisory Auditor, you will be responsible for managing audits and reviews of DOT's surface transportation programs. The incumbent's specific responsibilities include but are not limited to:

Leading audit teams through all phases of the audit cycle from the project proposal phase through issuance of a final report.

Analyzing and evaluating, on a quantitative/qualitative basis, the effectiveness of surface transportation program operations in meeting established goals and objectives, including intended cost savings.

Identifying techniques or methods to use in gathering data and documentation and developing new lines of inquiry and potential audit areas.

Developing audit findings and recommendations.

Assuring that audit work papers and documentation are prepared in accordance with government auditing standards and OIG audit procedures.

Assuring that audit documentation is properly stored and managed in electronic audit workpaper filing systems (i.e. Teammate and Pentana).

Preparing audit reports, Congressional testimony, and other written audit products.

Reviewing corrective actions on prior findings and evaluating the adequacy of those corrective actions.

Qualifications

To meet the minimum qualifications for this position, you must meet the BASIC REQUIREMENTS andmeet the SPECIALIZED EXPERIENCE qualifications for the grade at which you are requesting consideration.

Basic Requirements for Performance Auditors

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

AND

SPECIALIZED EXPERIENCE 

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

GS-14: To qualify, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the federal service including the following:

Experience conducting performance audits to determine either economy, efficiency, effectiveness or compliance with the Generally Accepted Auditing Standards; modifying objectives, work plans, guidelines, scope, methods, staff requirements, and time schedules to meet project needs; conducting interviews, briefings and exit conferences to acquire/exchange information or facts needed to complete audit assignments or influence acceptance of audit findings and to present findings and recommendations to management officials; designing and conducting comprehensive management studies; preparing long-range and short-range planning guidance; conducting comprehensive studies requiring the application of advanced analytical and statistical methods and techniques; and, preparing and/or reviewing written reports, work papers and other documents in order to appropriately document audit findings and results.
